We received your Invitation through email .I think , a person who is from Indian . this extensive laying out country with rational elites can not do some thing like that.
I think it is better to remind you :
1-The charter of OCA should be studied exactly and every one should follow up the rules.
2-Federations rely on their regulations according to the justice and enforcement .
3- When one member of federation commits offence is it rational to accuse the rest of members?
4-unilateral suspension without study of an unclear evidence is an injustice action.
5-Suspension of Asian federation without attendance of its members is impoliteness toward national federations and members from different countries.
6-If an offence is committed, why is unveiled up to now ?and why they now talk about that?
7-You know if an offence is committed, therefore all the sponsors of that time are responsible for that.
8-Encouraging divergence and duality among federations is the behavior of seditious ,and it will damage the athletes and sport of bodybuilding.
9-In ancient countries of Asia and India ,the accused community task is to defend its rights directly.
10-No hearing or commission out of founders of assembly ,which is not confirmed by members is null and void.
11-If your competition is to be held under the constitution of Asian federation .I should say your competition is null and void .because you believe ABBF is not legal.
12-These unsound behaviors is impoliteness towards federations .
Finally the Almighty God may protect us as virtuous followers and mundane issues not deviate us.

Watch http://www. abbf.asia and then click report and news ,you will find the OCA recognize ABBF, not the so called not yet constructed SCA and you think OCA will recognize SCA, If so You can take this granted unlike other parallel association we will stop working for this federation but will you stop running around and behind this bogus federation if OCA does not recognize this SCA . Also At This instance let me ask you why IFBB suspended ABBF ,Because of doping irregularity which you all were talking about, But Mr. Randhir how could you allow Mr. KAMARAJ to participate in the so called Asian trial at your place recently as you are the person to stop him playing in the recently concluded Senior national championship at Kolkatta telling that he is banned due to dope as he ran way from the dope test at the time of beach Asian games trial at AKLUG Maharashtra ,also I have a copy of the letter you have written on the same. As the Executive Vice President of The SABBFF, I'm asking these questions as its not only my responsibility but its yours as the President of IFBB to at least have the decency and courtesy to answer them.
1. Under who’s authorization did you sign the joint declaration with the late Dr. Ben Weider?
2. Why weren’t any of the member nations of IFBB informed of this joint declaration during the congresses from 2006 to 2008?
3. How much money was it that you received from Dr.. Ben Weider? Did you bank it directly to the IFBB account in Spain? On the other hand, it is my understanding that there is no IFBB in Spain. Please explain!
4. Why aren’t you answering the President of the Austrian Body Building Federation , Mr. Axel Bauer, when he’s asking you about the payment? We all read his emails and in our opinion they’re all legitimate. Why cant you answer them instead of postponing all this and trying to keep him gagged?
We hope that you, Mr. Rafael won’t ‘FAIL’ to answer them yet again, in which case you, the president of IFBB would be Mr. RaFAIL rather than Mr. Rafael.

Please see my reply to your email dated 22.07.2009, and I hope I get the answer of my question. I should not respond to your e-mail, but my conduct, personality, speciality and ethics allow me to respond.
You must know that I am an Executive Vice President for ABBF, which recognized by OCA, and I have no more link with IFBB.I respect any decision from OCA, and not from IFBB.
As you mentioned, the IFBB is a Signatory to the WADA Code and, through its anti-doping rules, conforms to the Code.
Sorry to tell you that you wrong, and the IFBB is not following the WADA Anti-Doping Rules, because:
1. Why IFBB hide the doping result of Jose Santos from Brazil. Please see Mr. Tony blinn e-mail to Rafael.
2. Why you do random doping test of top sex by testing 2 only in each category – you must test top three, the medalist and then random for the others in each category, you are doing this during in the IFBB world Men's Bodybuilding Championship, do you know why? I will answer you to reduce your positive cases.
3. Why IFBB did not ask for “B” samples, when the Tunisia laboratory rejected the 2 samples due to the quantity of urine in “A” was not sufficient to analyze, due to a serious mistake which IFBB Medical Committee made.
In spite that the ABBF do the top six doping test which means that in each championship 54 will be tested, and all athletes must be tested 4 weeks of the championship, and they must show the doping certificate on the Weighing –In day, NOW TELL ME WHO IS FOLLOWING THE WADA RULES IFBB, or ABBF?
4. Why IFBB medical team don’t know the amount of urine to be collected in each bottle “A” & “B”, as per the WADA rules the "A" sample bottle must contain minimum 50 ml and "B" sample bottle 25 ml. IFBB medical committee team make a big nad serious mistake, and violate the WADA doping rules during the 62nd IFBB Men’s Bodybuilding Championship in Bahrain on 6th of November 2008.
5. If you are following the WADA rules, why you reduced the suspension of 2 athletes from QATAR (Ali Tabrizi, and Kamal Abdulsalam) in the year of 2003 from 2 years to 9 months, and with the penalty of 10.000 US $ per each,
CAN YOU EXPLAIN TO ME ABOUT THIS SERIOUS VIOLATION, AND BASED ON WHICH ARTICLES IN THE IFBB DOIPNT RULES AND WADA RULES.
6. Again you reduced the life banned of on the above athlete ( Kamal ) from life banned to 8 month in order to participate in 2008 IFBB Championship. Again can you explain to me in which constitution and article this action written in which IFBB had taken its action upon? THIS IS AGIANST THE WADA RULES, AND VERY SERIOUS VIOLATION.
7. What action IFBB had taken against Egypt Bodybuilding Federation:
• Violated doping from the year of 2000 – 2001, 2002, 2003, 2004, 2005 World Games, and IFBB World Championship, 2006, 2007, and 2008. They failed 9 years continues doping test. WHAT ACTION IFBB TAKEN, SORY TO TELL YOU NOTHING, BECAUSE IFBB TAKING EGYPT SIDE. WHY???????????
• Egypt athlete Yousry Al Sayed was tested positive in the year of 2002 in IFBB championship in Cairo – Egypt ( 1ST Offence ). Then tested positive in the year of 2005 in World Games in Dasburg – Germany ( 2nd Offence ), and how come he participated in the 41st IFBB World Men’s Bodybuilding Championship in Check Republic. He supposed to be banned for life. How come he participated in this event, and again he tested positive ( 3rd Offence ). CAN YOU EXPLAIN TO ME IN WHICH CONSTITUTION AND WHICH ARTICLES SUCH RULES WILL ALLOW HIM TO PARTICIPATE? ONLY IN CORPORATUION CONSTITUTION.
THIS IS THE MOST SERIOUS DOPING VIOALTION WHICH IFBB
DID ,BY NOT TAKE ANY ACTION WHICH IS AGAINST THE WADA
RULES.
8. Why you removed the suspension of Qatar Bodybuilding Federation, and it was approved by your president Rafael Santonja in ABBF Congress in China in the month of August 2007, and he ( IFBB President ) supported ABBF decision very highly. For your kind information all of these DOCUMENTED. Not only this the IFBB President approved ABBF decision in IFBB Congress in the same year ( October 2007 ) in Jeju - Korea in IFBB Congress, and IFBB send the Qatar team back, and did not allow them to participate in the championship.
WHY IFBB DID NOT ALLOW THE QATAR TEAM TO PARTICIPATE IN 61st IFBB MEN'S BODYBUILDING CHAMPIONSHIP IN JEJU IN THE MONTH OF OCTOBER 2007, AND IFBB SEND THE QATAR TEAM BACK TO THEIR COUNTRY. CAN YOU ASNWER THIS QUESTION, WHY YOU SEND THE TEAM BACK? AND WHY IN THE YEAR OF 2008 AFTER THE QATAR PRESIDENT WITH ADEL FAHEEM WENT TO MADRID AND MET RAFAEL SANTONJA, THEN HE ( RAFAEL ) REMOVED ALL THE SUSPENSION, IT IS A BIG QUESTION MARKS ????????????????????????????????????? Yes I was the chairman of the hearing committee for the 3 athletes from China Hong Kong, and with my committee , WE GAVE OVER PROPOSAL TO ABBF PRESIDENT IN 2005, JUST PROPOSAL, AND WE DID NOT TOOK ANY ACTION, WE FOUND THAT THEY ARE NOT CRIMINALS, AND WE DID NOT BY PASS THE LAW. BUT IFBB DID WHEN HE ALLOWED QATAR ATHLETE KAMAL ABDULSALAM TO PARTICPATE IN IFBB EVENT WHILE UNDER SUSPENSION, WHY IFBB DID NOT ASK ABBF, AND IFBB PRESIDENT WAS FULLY AWARE OF THIS ATHELETE. NOT ONLY THIS IN DECEMBER 2007, HE PARTICIPATED IN UNSANCTIONED CHAMPIONSHIP IN USA, AND MR. DOUGLESS THE PRESIDENT OF THAILAND BODYBUILDING FEDEARTION WROTE SEVERAL LETTERS TO RAFAEL SANTONJA – IFBB PRESIDENT ABOUT THIS SERIOUS ISSUE BUT TILL DATED HE IS QUITE AND DID NOT ANSWER MR. DOUGLESS. AND YOU ARE ASKING ME WHY I WAS SILENT WHEN THE HONG KONG ATHELTE PARTICIPATED IN 2005 IN IFBB CHAMPIONSHIP WHILE UNDR SUSPENTION. FOR YOUR KIND INFORAMTION, I DID NOT ATTEN THIS CHAMPIONSHIP, AND HOW CAN I KNOW HE PARTICIPATED. Further to my e-mail below, I should have mentioned that, at first glance, I'd pick option #1. I believe the IFBB Anti-Doping Committee is not empowered or authorized to make decisions that are outside the IFBB Anti-Doping Rules and WADA Code. This committee, in my opinion, must only operate within the narrow confines of the aforementioned Rules and WADC. To me, this is the proper and right thing to do.
The right to a constitutional appeal directly to the IFBB President is every member's right and, to allow this to go forward is to show how well our democracy works. Only the President should have the right to reduce Santos' suspension to a period other than what's called for in the Rules.
Therefore, I would suggest the following course of action:
1. Allow the hearing decision and two-year suspension from the ADC to stand as is.
2. Send this decision to Santos via Pagnani and advise 1) that Santos should immediately appeal to the President under article 20.1 of the IFBB Constitution, and 2) that Santos should ask for leniency and a reduction to one-year as fair and just compensation for the wrongful disqualification from the finals of the World Championships.
3. Advise Pagnani and Santos that the hearing decision is to remain confidential [will not be publicly released] pending his appeal decision.
4. This will give you some time to craft a written appeal decision.
Keep in mind that a one-year suspension would run from November 6, 2008 to November 5, 2009 inclusive. In Dubai, November 4 is the Weigh-in; November 5 is the Prejudging; November 6 is the Finals. Because his suspension must end in time for the Weigh-in, you could suspend him for "one year less a day".
I really believe that the appeal process is the best way to go.

As you mentioned, the IFBB is a Signatory to the WADA Code and, through its anti-doping rules, conforms to the Code.
Sorry to tell you that you wrong, and the IFBB is not following the WADA Anti-Doping Rules, because:
1. Why IFBB hide the doping result of Jose Santos from Brazil. Please see Mr. Tony blinn e-mail to Rafael.
2. Why you do random doping test of top sex by testing 2 only in each category – you must test top three, the medalist and then random for the others in each category, you are doing this during in the IFBB world Men's Bodybuilding Championship, do you know why? I will answer you to reduce your positive cases.
3. Why IFBB did not ask for “B” samples, when the Tunisia laboratory rejected the 2 samples due to the quantity of urine in “A” was not sufficient to analyze, due to a serious mistake which IFBB Medical Committee made.
In spite that the ABBF do the top six doping test which means that in each championship 54 will be tested, and all athletes must be tested 4 weeks of the championship, and they must show the doping certificate on the Weighing –In day, NOW TELL ME WHO IS FOLLOWING THE WADA RULES IFBB, or ABBF?
4. Why IFBB medical team don’t know the amount of urine to be collected in each bottle “A” & “B”, as per the WADA rules the "A" sample bottle must contain minimum 50 ml and "B" sample bottle 25 ml. Given the unique circumstances, your "exception" is most welcome.
In my opinion, may I suggest we act as follows:
OPTION #1:
Apply the WADA Code and IFBB Anti-Doping Rules, suspend Santos for two years, advise him to appeal to the IFBB President (as is his constitutional right), strike an ad hoc appeal committee, which would overturn the hearing decision and render an appeal decision to reduce the suspension to one year.
OPTION #2:
Apply the WADA Code and IFBB Anti-Doping Rules in the hearing decision, state why he cannot succeed in his petition for relief under Articles 10.5.1 and 10.5.2 (the reason why should be obvious to all and I strongly believe we shouldn't play with this), but, when it comes to the suspension part of the decision, reduce the suspension to one year based on "exceptional circumstances". Of course, we will have to state what these circumstances are in a way that is acceptable from a "justice has been done" point of view.
I don't believe WADA would agree with such a decision; however, even more important than WADA, we have to do what's in the best interests of the IFBB first and foremost. And we all seem to agree that it's not in our best interests to suspend Mr. Santos for two years.

Further to my e-mail below, I should have mentioned that, at first glance, I'd pick option #1. I believe the IFBB Anti-Doping Committee is not empowered or authorized to make decisions that are outside the IFBB Anti-Doping Rules and WADA Code. This committee, in my opinion, must only operate within the narrow confines of the aforementioned Rules and WADC. To me, this is the proper and right thing to do.
The right to a constitutional appeal directly to the IFBB President is every member's right and, to allow this to go forward is to show how well our democracy works. Only the President should have the right to reduce Santos' suspension to a period other than what's called for in the Rules.
Therefore, I would suggest the following course of action:
1. Allow the hearing decision and two-year suspension from the ADC to stand as is.
2. Send this decision to Santos via Pagnani and advise 1) that Santos should immediately appeal to the President under article 20.1 of the IFBB Constitution, and 2) that Santos should ask for leniency and a reduction to one-year as fair and just compensation for the wrongful disqualification from the finals of the World Championships.
3. Advise Pagnani and Santos that the hearing decision is to remain confidential [will not be publicly released] pending his appeal decision.
4. This will give you some time to craft a written appeal decision.
Keep in mind that a one-year suspension would run from November 6, 2008 to November 5, 2009 inclusive. In Dubai, November 4 is the Weigh-in; November 5 is the Prejudging; November 6 is the Finals. Because his suspension must end in time for the Weigh-in, you could suspend him for "one year less a day".
I really believe that the appeal process is the best way to go.

Apply the WADA Code and IFBB Anti-Doping Rules, suspend Santos for two years, advise him to appeal to the IFBB President (as is his constitutional right), strike an ad hoc appeal committee, which would overturn the hearing decision and render an appeal decision to reduce the suspension to one year.
OPTION #2:
Apply the WADA Code and IFBB Anti-Doping Rules in the hearing decision, state why he cannot succeed in his petition for relief under Articles 10.5.1 and 10.5.2 (the reason why should be obvious to all and I strongly believe we shouldn't play with this), but, when it comes to the suspension part of the decision, reduce the suspension to one year based on "exceptional circumstances". Of course, we will have to state what these circumstances are in a way that is acceptable from a "justice has been done" point of view.
I don't believe WADA would agree with such a decision; however, even more important than WADA, we have to do what's in the best interests of the IFBB first and foremost. And we all seem to agree that it's not in our best interests to suspend Mr. Santos for two years.

Sorry to tell you that you wrong, and the IFBB is not following the WADA Anti-Doping Rules, because:
1. Why IFBB hide the doping result of Jose Santos from Brazil. Please see Mr. Tony blinn e-mail to Rafael.
2. Why you do random doping test of top sex by testing 2 only in each category – you must test top three, the medalist and then random for the others in each category, you are doing this during in the IFBB world Men's Bodybuilding Championship, do you know why? I will answer you to reduce your positive cases.
3. Why IFBB did not ask for “B” samples, when the Tunisia laboratory rejected the 2 samples due to the quantity of urine in “A” was not sufficient to analyze, due to a serious mistake which IFBB Medical Committee made.
In spite that the ABBF do the top six doping test which means that in each championship 54 will be tested, and all athletes must be tested 4 weeks of the championship, and they must show the doping certificate on the Weighing –In day, NOW TELL ME WHO IS FOLLOWING THE WADA RULES IFBB, or ABBF?
4. Why IFBB medical team don’t know the amount of urine to be collected in each bottle “A” & “B”, as per the WADA rules the "A" sample bottle must contain minimum 50 ml and "B" sample bottle 25 ml. IFBB medical committee team make a big nad serious mistake, and violate the WADA doping rules during the 62nd IFBB Men’s Bodybuilding Championship in Bahrain on 6th of November 2008.

You open the door for personal comments and I was considering to do one but, because it was a case of a Brazilian athlete, I was restraining myself to do it.
We have here an athlete that was many time World Champion, was also tested many times without any problem, and we never had a problem with him before. Sorry to tell you that you wrong, and the IFBB is not following the WADA Anti-Doping Rules, because:
1. Why IFBB hide the doping result of Jose Santos from Brazil. Please see Mr. Tony blinn e-mail to Rafael.
2. Why you do random doping test of top sex by testing 2 only in each category – you must test top three, the medalist and then random for the others in each category, you are doing this during in the IFBB world Men's Bodybuilding Championship, do you know why? I will answer you to reduce your positive cases.
3. Why IFBB did not ask for “B” samples, when the Tunisia laboratory rejected the 2 samples due to the quantity of urine in “A” was not sufficient to analyze, due to a serious mistake which IFBB Medical Committee made.
In spite that the ABBF do the top six doping test which means that in each championship 54 will be tested, and all athletes must be tested 4 weeks of the championship, and they must show the doping certificate on the Weighing –In day, NOW TELL ME WHO IS FOLLOWING THE WADA RULES IFBB, or ABBF?
4. Why IFBB medical team don’t know the amount of urine to be collected in each bottle “A” & “B”, as per the WADA rules the "A" sample bottle must contain minimum 50 ml and "B" sample bottle 25 ml. IFBB medical committee team make a big nad serious mistake, and violate the WADA doping rules during the 62nd IFBB Men’s Bodybuilding Championship in Bahrain on 6th of November 2008.
5. If you are following the WADA rules, why you reduced the suspension of 2 athletes from QATAR (Ali Tabrizi, and Kamal Abdulsalam) in the year of 2003 from 2 years to 9 months, and with the penalty of 10.000 US $ per each,
CAN YOU EXPLAIN TO ME ABOUT THIS SERIOUS VIOLATION, AND BASED ON WHICH ARTICLES IN THE IFBB DOIPNT RULES AND WADA RULES.
6. Again you reduced the life banned of on the above athlete ( Kamal ) from life banned to 8 month in order to participate in 2008 IFBB Championship. Again can you explain to me in which constitution and article this action written in which IFBB had taken its action upon? THIS IS AGIANST THE WADA RULES, AND VERY SERIOUS VIOLATION.
7. What action IFBB had taken against Egypt Bodybuilding Federation:
• Violated doping from the year of 2000 – 2001, 2002, 2003, 2004, 2005 World Games, and IFBB World Championship, 2006, 2007, and 2008. They failed 9 years continues doping test. WHAT ACTION IFBB TAKEN, SORY TO TELL YOU NOTHING, BECAUSE IFBB TAKING EGYPT SIDE. WHY???????????
• Egypt athlete Yousry Al Sayed was tested positive in the year of 2002 in IFBB championship in Cairo – Egypt ( 1ST Offence ). Then tested positive in the year of 2005 in World Games in Dasburg – Germany ( 2nd Offence ), and how come he participated in the 41st IFBB World Men’s Bodybuilding Championship in Check Republic. He supposed to be banned for life. How come he participated in this event, and again he tested positive ( 3rd Offence ). CAN YOU EXPLAIN TO ME IN WHICH CONSTITUTION AND WHICH ARTICLES SUCH RULES WILL ALLOW HIM TO PARTICIPATE? ONLY IN CORPORATUION CONSTITUTION.
THIS IS THE MOST SERIOUS DOPING VIOALTION WHICH IFBB
DID ,BY NOT TAKE ANY ACTION WHICH IS AGAINST THE WADA
RULES.
8. Why you removed the suspension of Qatar Bodybuilding Federation, and it was approved by your president Rafael Santonja in ABBF Congress in China in the month of August 2007, and he ( IFBB President ) supported ABBF decision very highly. For your kind information all of these DOCUMENTED. Not only this the IFBB President approved ABBF decision in IFBB Congress in the same year ( October 2007 ) in Jeju - Korea in IFBB Congress, and IFBB send the Qatar team back, and did not allow them to participate in the championship.
WHY IFBB DID NOT ALLOW THE QATAR TEAM TO PARTICIPATE IN 61st IFBB MEN'S BODYBUILDING CHAMPIONSHIP IN JEJU IN THE MONTH OF OCTOBER 2007, AND IFBB SEND THE QATAR TEAM BACK TO THEIR COUNTRY. Further to my e-mail below, I should have mentioned that, at first glance, I'd pick option #1. I believe the IFBB Anti-Doping Committee is not empowered or authorized to make decisions that are outside the IFBB Anti-Doping Rules and WADA Code. This committee, in my opinion, must only operate within the narrow confines of the aforementioned Rules and WADC. To me, this is the proper and right thing to do.
The right to a constitutional appeal directly to the IFBB President is every member's right and, to allow this to go forward is to show how well our democracy works. Only the President should have the right to reduce Santos' suspension to a period other than what's called for in the Rules.
Therefore, I would suggest the following course of action:
1. Allow the hearing decision and two-year suspension from the ADC to stand as is.
2. Send this decision to Santos via Pagnani and advise 1) that Santos should immediately appeal to the President under article 20.1 of the IFBB Constitution, and 2) that Santos should ask for leniency and a reduction to one-year as fair and just compensation for the wrongful disqualification from the finals of the World Championships.
3. Advise Pagnani and Santos that the hearing decision is to remain confidential [will not be publicly released] pending his appeal decision.
4. This will give you some time to craft a written appeal decision.
Keep in mind that a one-year suspension would run from November 6, 2008 to November 5, 2009 inclusive. In Dubai, November 4 is the Weigh-in; November 5 is the Prejudging; November 6 is the Finals. Because his suspension must end in time for the Weigh-in, you could suspend him for "one year less a day".
I really believe that the appeal process is the best way to go.

In my opinion, may I suggest we act as follows:
OPTION #1:
Apply the WADA Code and IFBB Anti-Doping Rules, suspend Santos for two years, advise him to appeal to the IFBB President (as is his constitutional right), strike an ad hoc appeal committee, which would overturn the hearing decision and render an appeal decision to reduce the suspension to one year.
OPTION #2:
Apply the WADA Code and IFBB Anti-Doping Rules in the hearing decision, state why he cannot succeed in his petition for relief under Articles 10.5.1 and 10.5.2 (the reason why should be obvious to all and I strongly believe we shouldn't play with this), but, when it comes to the suspension part of the decision, reduce the suspension to one year based on "exceptional circumstances". Of course, we will have to state what these circumstances are in a way that is acceptable from a "justice has been done" point of view.
I don't believe WADA would agree with such a decision; however, even more important than WADA, we have to do what's in the best interests of the IFBB first and foremost. And we all seem to agree that it's not in our best interests to suspend Mr. Santos for two years.

I realize that personal feelings cannot enter into our hearing decision in the case of Jose Carlos Santos. Having said this, I must express my disappointment at hearing the news that Santos was positive. Such a great history of accomplishments -- a 6-time IFBB World Champion and Gold Medalist at the World Games. Tested negative more than 25 times.
I am remembering how we failed him at the World Championships at which he was mistakenly disqualified before the finals. I witnessed first-hand how deeply this affected him at the airport the next day. He was still in tears and appeared stunned and lost at how this could have happened. I recall feeling sad for him and ashamed at the same time because I was part of the IFBB officialdom that should have prevented it.
A sad day ... in both instances.

Out of the blue, (8) eight Egyptian bodybuilders pulled out of the World Games competition at Kaoshiung, Taiwain last week. Can the IFBB explain why? Obviously they are on drugs, and what action will the IFBB take on them.

In 2005 the IFBB was indeed informed of the doping case so we do not have to kow-tow to them. They are acting like Gestapos!!!
We are clean and we can live happily without the IFBB. The IFBB is a bogus federation and playing with fire. Just imagine Rafael Santonja is in now in Aurangabad, India to beg for support from some Asian countries . This clearly shows that he is weak and nervous. Just ignore this man.

I know that this email could come as a surprise to you but to me it is very cherish able and memorable in my life as an Arab.
You are brave, honest and loyal to all our Asian brothers, and I am so pleased and happy tonight that none of you are attending the so called IFBB Mr. Asia in Aurangbad, India which is taking place now from 24 - 27 July, 2009. The competition is illegal and not recognized by ABBF or the Olympic Council of Asia. The IFBB is bogus.
The IFBB thought all our Arab brothers will blindly follow and support them but they forgot that our Asian President is an honest Arab gentleman coming from a wealthy and decent family and very humble to serve and promote bodybuilding for Asians including our Arabs.
His name is Mr. OSAMA AHMAD ALSHAFAR from the United Arab Emirates ( UAE ). He is very honest, sincere and dedicated to our sport of bodybuilding.
I am writing to thank each and every one of you for your courage, intelligence and loyalty to stand-up and say NO to dictatorship.
ABBF is led by honest people and we have 33 countries participating in the Asian Championships at Pattaya, Thailand from 11th – 17th of August, 2009. I am happy that you are joining us to enjoy the celebration of 50 years Golden Anniversary.
You will be treated with great respect. In sports, we do not hold hatred but we build bridges of friendship and goodwill so if any of our Arab brothers would like to come, we will accept them with open hands. Very interesting is also the competitive career of Italian athlete Claudia Partenza:
This athlete tested positive at the European Women’s Championships on 20th June 2004 for stanozolol metabolite and was suspended for two years from 20th June 2004 to 20th June 2006.
This athlete competed in the IFBB Women’s World Bodybuilding Championships from 21st September to 24th September 2006 Santa Susana/Spain and took 1st place in the Women’s Bodybuilding up to 52 kg category, she also took the overall title (please see IFBB report about Santa Susana 2006 on www.ifbb.com).
Mrs. Partenza also competed in a contest called Night of Champions in La Spezia/Italy in November 2004 (that information is taken from her official website www.claudiapartenza.com).
She also competed in a contest named “Two Tower Trophy 2004” and took 3rd place in November 2004.
Following that she took 1st place in the Italian Championships in Catania in June 2005. There is even a video about these Championships posted on Claudia Partenza’s website. The president of the Italian federation is Benedetto Mondello, he is also chairman of the EBFF Disciplinary Committee. He was present at that Championships as well as the Vice President of the Italian Federation, Mr. Gianni Francese. It didn’t seem to bother the Italian officials and/or the IFBB, that Mrs. Partenza was competing several times in IFBB and non IFBB approved contests in Italy. She also competed in the contest “Ludus - Rom” in December 2005 and then again in the EBFF European Championships 2006 in Viterbo/Italy.
The IFBB/EBFF European Championships took place from 26th to 29th May 2006.
This is an unbelievable scandal. I have to stress, that the contest called “Two Tower Trophy 2004 in Bologna in November 2004 is not an IFBB contest. IFBB athletes, that participated in that same contest in 2008 were suspended (for example Robert Piotrokowicz from Poland, Parfait Aime Konstedt from Switzerland).

As you can see in total 30 anti-doping-tests were conducted. However only 15 samples were analysed in the laboratory in Seibersdorf/Austria. This fact can be seen from the attached 30 Doping Control Forms – interestingly the wife of Rafael Santonja, Nieves Lopez Cillanueva was the Doping Control officer in charge, and the fax of the WADA laboratory in Seibersdorf/Austria dated 21st June 2004 confirming the delivery of 15 competition samples only.
The question remains: where did the 15 other samples go? As far as I remember, Rafael Santonja advised to discard them. Thus they were never analysed. As you can see from the confirmation of receipt of ARC Seibersdorf Reseach GmbH (WADA accredited laboratory) of 21st June 2004 only the following samples were received and analysed by the laboratory:

At the EBFF European Women’s Bodybuilding, Fitness and Bodyfitness Championships from 18th to 21st June 2004 I discovered the following incident:
On 20th June 2006 the following athletes had undergone Anti-Doping-Controls by the IFBB:

As you can see in total 30 anti-doping-tests were conducted. However only 15 samples were analysed in the laboratory in Seibersdorf/Austria. This fact can be seen from the attached 30 Doping Control Forms – interestingly the wife of Rafael Santonja, Nieves Lopez Cillanueva was the Doping Control officer in charge, and the fax of the WADA laboratory in Seibersdorf/Austria dated 21st June 2004 confirming the delivery of 15 competition samples only.
The question remains: where did the 15 other samples go? As far as I remember, Rafael Santonja advised to discard them. Thus they were never analysed. As you can see from the confirmation of receipt of ARC Seibersdorf Reseach GmbH (WADA accredited laboratory) of 21st June 2004 only the following samples were received and analysed by the laboratory:

Dear Mr. Bauer
This is a shocking news to us and a big DOPING SCANDAL in the history of IFBB and again Mr. Rafael Santonja is involved and this cannot be condoned. You should report to WADA so that they know that the culprits are the IFBB people. They should be taken to task for all these doping offences committed, concealed and cover-up.
This does not look good for Bodybuilding's image and the people involved should be held responsible and answerable to all these wishy-washy ...

The 43rd Mr Asia championship was organised in Aurangabad by IFBB. On the second day of this event, Sanjay More was elected general Secretary of Asian federation. Amit Swami, Assistant Secretary General, Asian Body Building Federation (ABBF) and Executive Director of Indian Body Building and Fitness Federation (IBBF) told UNI that he was opposing this championship right from the day of its announcement. ''The Olympic Council of Asia (OCA) proved how our stand was correct and the organizers in Aurangabad (IFBB) are fake,'' he added.
A letter from OCA clearly stated that all the activities by IFBB and their group at Aurangabad are null and void. The letter clearly proves that ABBF under the leadership of Osama Alshafar (President) and Datuk Paul Chua (Secretary General) is the only recognized body by OCA and next Asian Beach Games (Bodybuilding) will be conducted under the patronage of the ABBF.
Amit Swami also alleged that majority of Asian countries had boycotted the Aurangabad event and they have sent their entries for real Asian Championship to be held at Pattaya (Thailand) from August 11 to 17 this year. This event will be organised by Thailand Bodybuilding Association with support of Thailand Olympic Committee and Sports Authority of Thailand under the patronage of ABBF. 34 Asian countries have already registered their final entries for this event.
He also alleged that the organizers of so-called Asian Bodybuilding Championship at Aurangabad had been misguided people and less then 10 countries participated in the event. They collected funds by saying 40 Asian countries will participate in the championship, then where are the other countries and their participants, Swami questioned. He reiterated that IFBB is registered as Business Corporation and also have VAT number. There are many irregularities in IFBB itself regarding their working and existence as a sports organisation.
He further told UNI that the Indian team selected for the Pattaya (Thailand) Asian Championship includes Daljit Singh (Punjab Police), Rahul Bhist (Uttra Khand), Mohammed Abdullah (Karnataka), Mohammed Illias (Chandigarh), Viney Pandey (Indian Railways) and Vijay Bhadur (Uttar Pardesh) in senior categories.
Contesters in Junior category includes Chandrajit Bora (Assam), Sujit Kumar (Assam) and B. Kadiravan (Pondichery).

IFBB bodybuilding championship declared as null and void

Dear Bodybuilding Enthusiasts
We should support the World Games because it is a sporting organisation assisting non-Olympic sportsmen to gather and participate. We salute IWGF and the Kaohsiung World Organising Committee for doing a great job in hosting the 2009 World Games in Taiwan.
But we strongly detest the IFBB's system in selecting the team of bodybuilders to represent at the Games. It was politics. Second stringers' athletes from India were being fielded to help the "ibbf" unrecognised Indian Team under More and his group affiliated to the IFBB to compete. A SHAM for sure.
The BREAKING NEWS are:
a) MALAYSIA did not send their athlete because they felt insulted when the IFBB tried to cover the Doping incident of Jose from Brazil from the last World Bodybuilding Championships held in Manama, Bahrain; If the IFBB can cheat doping ..what about the results, athletes do not trust them!!!! MALAYSIA support the ABBF 100% and sending a strong team to Pattaya, Thailand for the Asian Championships
b) CHINA also abstained in sending their athletes . No reasons were given but from sources we understand that the IFBB officials are arrogant and unfriendly. Without Paul Chua, the Chinese may be treated by the IFBB badly. Chua was very co-operative and a friendly guy who knows the sensitiveness of the Asian people like the Chinese in particular. His presence would have made a difference. He knows how to socialise and bring the people together.
c) WOW... Heard rumours that Egypt sent only 1 athlete because 8 were either positive on drugs or they were afraid of the target testing by WADA. They will fail the test. At the IFBB competitions, the EGYPTIAN BODYBUILDERS are treated like the Pharaohs and the IFBB willingly consented to their request at the last Congress in Manama that only one from the top 3 will be tested for dope testing and 1 or 2 athletes will be picked from the 4th - 6th placings. Why? Because the Egyptians are all on drugs and they will surely win the top 3 spots and by testing only one from the top 3, they could escape dope testing and win the Team Championships trophy. Rafael allowed this system to help Egypt. Is this a fair game? You JUDGE.
Now through the folly of Rafael, Maurico and William, they blundered and deprived many other athletes from participating in the World Games. This favouritism game of the IFBB must be checked and the IFBB should be questioned for all these nonsense.
