To have the officially registered national federation you are to have registered 50 regional federations. In Russia it is difficult to do. But Igor Cvetkov did it and have registered the National Russia Bodybuilding Federetion. With the athletes of this federation he participated in 1998 WFF World Championship in Palanga (Lithuania). This was his first WFF step. Playing the democracy inside the Russia federation caused many fights for the leadership and Igor went away.
