Vakar Kūno kultūros ir sporto departamente departamento oniciatyva įvyko visų Lietuvoje registruotų kultūrizmo ir fitneso federacijų prezidentų ir įgaliotų atstovų susirinkimas.
Departamentas aiškinosi federacijų skirtumus, jieškojo savų variantų federacijoms bendradarbiauti.
Tačiau koks gali būti bendradarbiavimas, jei po 1-2 metų niekas išvis oficialiame lygyje nebesikalbės su federacijomis, kurių tarptautinės federacijos nėra pasirašiusios anti dopingo sutarties su WADA.
Koks tikslas?

Visi sutiko, kad federacijom reikalingas kažkoks pereinamasis laikotarpis pasiruošti sutarties su WADA pasirašymui, kitiems formalumams atlikti.
Jis reikalingas ir WFF, kuri pasak WADA direktoriaus RUNE ANDERSENO laiško laikoma formaliai pripažinusi pasaulinį anti-dopingo kodeksą, bet kaip sako Šiaulių propagandos atstovas, WFF dar turi atlikti kai kuriuos formalius veiksmus, t.y. sumokėti WADAi 7000 USD mokestį..
Mes jau sakėme šiauliečiui, kad kai ateis laikas, sumokėsime (pinigai giliai užkasti, taip lengvai ne iškasi...).
Tai štai tas laikas jau artėja...

Niekas neabejoja, Arūnai, kad esi "knysla", todėl neverta su tamsta ginčytis - tuščia kalba ir laiko gaila tučioms diskusijoms.
Siūlau tamstai kiek rimčiau pastudijuoti anglų kalbą ir mažiau "improvizuoti" savo asmeninėse interpretacijose...
Mes be tamstos tarpininkavimo puikiai deriname savo klausimus su WADA tiesiogiai, todėl, gal pasijieškokit sau tuščioms diskusijoms partnerių pas savo kolegas "jaučius" iš Kaliningrado nes, matyt, tiek tik ir tesugebate...

PVZ.
Neperseniausiai šiuo klausimu E.Daubarui iš Peterburgo skambino Vladimiras Dubininas.
V.Dubininas sako “...kas tam Petraičiui pasidarė? Klaipėdoje per varžybas jis įkyriai pristojo dėl mano dalyvavimo „Gintarinio prizo“ turnyre.
Nesuprantu, ko jis iš manęs laukia? Negi aš nedalyvavau? Negi nebuvau „Gintarinio“čempionu?..."
Todėl jau 30-tame tarptautinės WFF-WBBF federacijos žurnale teks atstatyti ankstenį istorinį čempionų sąrašo variantą ir tamstos „įkyriai peršamą“ Antano Mineikio pergalę panaikinti, juolab, kad pats Antanas Mineikis asmeniškai teigė, kad tuomet „Gintarinio prizo“ turnyre čempionu buvo V.Dubininas.

CHEATING DOPING GAME BY THE IFBB CORPORATION

TONY BLINN:
“Dear Rafael,
Further to my e-mail below, I should have mentioned that, at first glance, I'd pick option #1. I believe the IFBB Anti-Doping Committee is not empowered or authorized to make decisions that are outside the IFBB Anti-Doping Rules and WADA Code. This committee, in my opinion, must only operate within the narrow confines of the aforementioned Rules and WADC. To me, this is the proper and right thing to do.
The right to a constitutional appeal directly to the IFBB President is every member's right and, to allow this to go forward is to show how well our democracy works. Only the President should have the right to reduce Santos' suspension to a period other than what's called for in the Rules.
Therefore, I would suggest the following course of action:
1. Allow the hearing decision and two-year suspension from the ADC to stand as is.
2. Send this decision to Santos via Pagnani and advise 1) that Santos should immediately appeal to the President under article 20.1 of the IFBB Constitution, and 2) that Santos should ask for leniency and a reduction to one-year as fair and just compensation for the wrongful disqualification from the finals of the World Championships.
3. Advise Pagnani and Santos that the hearing decision is to remain confidential [will not be publicly released] pending his appeal decision.
4. This will give you some time to craft a written appeal decision.
Keep in mind that a one-year suspension would run from November 6, 2008 to November 5, 2009 inclusive. In Dubai, November 4 is the Weigh-in; November 5 is the Prejudging; November 6 is the Finals. Because his suspension must end in time for the Weigh-in, you could suspend him for "one year less a day".
I really believe that the appeal process is the best way to go”.

“Dear Rafael,
Given the unique circumstances, your "exception" is most welcome.
In my opinion, may I suggest we act as follows:
OPTION #1:
Apply the WADA Code and IFBB Anti-Doping Rules, suspend Santos for two years, advise him to appeal to the IFBB President (as is his constitutional right), strike an ad hoc appeal committee, which would overturn the hearing decision and render an appeal decision to reduce the suspension to one year.
OPTION #2:
Apply the WADA Code and IFBB Anti-Doping Rules in the hearing decision, state why he cannot succeed in his petition for relief under Articles 10.5.1 and 10.5.2 (the reason why should be obvious to all and I strongly believe we shouldn't play with this), but, when it comes to the suspension part of the decision, reduce the suspension to one year based on "exceptional circumstances". Keep in mind that a one-year suspension would run from November 6, 2008 to November 5, 2009 inclusive. In Dubai, November 4 is the Weigh-in; November 5 is the Prejudging; November 6 is the Finals. Because his suspension must end in time for the Weigh-in, you could suspend him for "one year less a day".
I really believe that the appeal process is the best way to go”.

In my opinion, may I suggest we act as follows:
OPTION #1:
Apply the WADA Code and IFBB Anti-Doping Rules, suspend Santos for two years, advise him to appeal to the IFBB President (as is his constitutional right), strike an ad hoc appeal committee, which would overturn the hearing decision and render an appeal decision to reduce the suspension to one year.
OPTION #2:
Apply the WADA Code and IFBB Anti-Doping Rules in the hearing decision, state why he cannot succeed in his petition for relief under Articles 10.5.1 and 10.5.2 (the reason why should be obvious to all and I strongly believe we shouldn't play with this), but, when it comes to the suspension part of the decision, reduce the suspension to one year based on "exceptional circumstances". Of course, we will have to state what these circumstances are in a way that is acceptable from a "justice has been done" point of view.
I don't believe WADA would agree with such a decision; however, even more important than WADA, we have to do what's in the best interests of the IFBB first and foremost. And we all seem to agree that it's not in our best interests to suspend Mr. Santos for two years”.

Estijos IFBB federacija tarptautiniame kongrese pasiūlė išmintingą naujovę. Estai nuo 2001 metų nacionaliniame čempionate sėkmingai vykdo dopingo kontrolę, “pagauna” daug sportininkų. Praėjusių metų čempioate jie patikrino 18 sportininkų iš kurių 40 procentų buvo nauoję dopingą.
Estai siūlo vsose IFBB-EFBB kontorlę dopinguis susitiprinti, tikrinti visus finalininkus, kad nebūtų kaip iki šiol, kai dažnai čempionais tampa dopingą pamėgę kultūristai-fitnesistai.

Jis kelia IFBB teisinio egzistavimo legalumo klausimą.

Kažkada kalbėjome su IFBB pareigūnu ir šis papasakojo tokią istoriją.
IFBB pasaulio mėgėjų čempionate „pagavo“ naudojus dopingą 28 finalininkus iš 35 dalyvių (7 kategorijos po 5 dalyvius). Tuomet tarp „pakliuvusių“ buvo visa Rusijos rinktinė (8 žmonės) ir vienas lietuvis.
Ankstų Šv. Kalėdų rytą mūsų vadovas sulaukė skambučio iš JAV. Skambino gerbiama Pamela ir švelniai reikalavo, kad 2000 dolerių bauda už Lietuvos sportininką būtų tuojau pat sumokėta.
Tuomet tai atrodė keistoka, vis tik Kalėdų rytas...
Tačiau dabar aišku, kad čia nieko stebėtino: normalus IFBB komercinės firmos biznis.
Kuo daugiau sportininkų „pagaus“, tuo daugiau firma „uždirbs“.
IFBB firma skubėjo sau Kalėdoms pasidaryti „dovanėlę“...
Dar labiau nestebina tai, kad (pagal nesenai IFBB finansininko paviešintus dokumentus) už 10 000 dolerių IFBB komersantai sutinka apgauti WADA ir „nusikaltėlio“ dviejų metų diskvalifikaciją sumažinti iki kelių mėnesių.
Biznis ir tiek...

Šiandien IFBB vyriausias finansininkas atsiuntė dar vieną laišką publikacijai internete.
Laiške dėstoma, kaip IFBB apgaudinėja WADA dėl dopingo, „suka“ pinigus, o pačios sportinės IFBB federacijos oficialiai neegzistuoja...:

I heard from my friends that the IFBB is threatening you and Mr. Chua about the Doping Documents and that they will report to the authorities in Hongkong and Singapore. Please DO NOT BE AFRAID...this has nothing to do with them. They lied and said that WADA require the documents. Write to WADA and they will tell you that IFBB is telling full of shits and lies.
1. There is a perjury case against Ms. Pamela Kagan and this is very serious matter because as I know that in Canada and USA, the person could go to jail.
Mr. Chua was not present and the IFBB minutes shows that he was present??
2. Tony Blinn himself tried to cover up and cheat the case on Doping to assist the Brazilian athlete, therefore, this is a proof that the "IFBB" is not an angel or a clean federation. They are cheats.
3. I also came to know that Qatar paid to "IFBB" a sum of US$3000.- for legal fees to draft the Hearing conducted by Adel Fahim.
4. In 2004 the IFBB set a precedent by accepting US$20,000.- from Qatar federation and reduced the suspensions on Kamal and Ali and you should show the letter to the authorities . Rafael and Pamela gave consent to reduce the suspension from 2 years to 8 months. Where did the money went to?
5. The "IFBB" was not registered in Canada or Spain under the association act but they were registered under the corporation "IFBB INC" and in Spain under the Spanish name as Business House. Only 4 peoples' name were registered under the Business corporation which includes Rafael, William
Tieryney, Jose and one more person. This is the biggest JOKE, how can four people own the "IFBB" This is to cheat the national federations for sure. Till today, Rafael did not reply Axel Baeur's allegations, WHY? This is a disgrace. He knows the reason????
6. A company owned by Rafael Santonja has been settling all the IFBB invoices and this is to evade taxes in Spain. This must be reported to the authorities.
Mr. Chua have all the evidences and he should produce all these to the authorities and expose the dirty tactics of Rafael and his YES-MEN..

LETTER TO RAFAEL SANTONJA

Dear IFBB Executive Members & ABBF Executive Members:
I am appalled and surprised that Rafael Santonja can forgive Qatar Weightlifting and Bodybuilding Federation in lifting their suspension for FORGERY of DOPING DOCUMENTS which is a criminal offence in the eye of the law and instead targeting the ABBF and Mr. Paul Chua for the doping incidents of 2005 which the late Ben Weider was in charge of this matter together with his staff in Montreal, Canada.
I am aware that all doping results were sent directly to the IFBB Headquarters and not to ABBF. Why the IFBB does not keep all these records and why only now the IFBB under the president-ship of Rafael Santonja who is having a personal conflict and personalty clash with Paul Chua is asking for all these papers after a period of 4 long years. Surely IFBB as a responsible organisation will keep the records of all doping matters and suspensions? Why they are shifting this responsibility to the ABBF?
I smell something fishy?
I was shocked that Rafael appointed the General-Secretary of Qatar W/Lifting and Bodybuilding Federation Mr. Ibrahim Kafood to head the IFBB Commission for Asia? How can he do this when there is a legal case being pursued by the ABBF on the Qatar matter through their lawyers in London against the lifting of the suspension on Qatar.
I think Rafael should stop "double-standard" practises and be honest and straight-forward to all the the nations instead of beating around the bush and asking his Acting General-Secretary William Tierney to write letters here and there to disrupt the great harmony of the Asian Bodybuilding and Fitness Federation.
