UNIQUE TERRIFIC PROJECT FITNESS NA LITWIE.
WFF-WBBF International (Światowa Federacja Fitness,Światowa Federacja Kulturystyczna) dziś federacja ta łączy w sobie już ponad 113 krajów reprezentujących wszystkie kontynenty.
Federacja WFF-WBBF International co roku dla sportowców zawodowych jak i również amatorów organizuje ponad 60 imprez międzynarodowych na całym świecie.
I właśnie w związku z tym wyobraźcie sobie że dochodzi do takich incydentów jak kopiowanie naszej federacji WFF-WBBF i dlatego właśnie władze federacji są zmuszone do patentowania naszych pomysłów.
Jako Przywódcą Międzynarodowego Sportu jakim jest Kulturystyki i Fitness WFF-WBBF Internattional ciągle prezentuje nowe, oryginalne projekty i pomysły ,lecz niestety są one zawsze kopiowane, a następnie przez inne Międzynarodowe organizacje sportowe prezentowane. I te organizacje właśnie wykorzystywały pomysły WFF-WBBF a potem prezentowały te pomysły jako własne.
Tak stało się z takimi projektami WFF-WBBF International, jak: "Classic Bodybuilding“, „Classic Fitness“, „Model Fitness“ (niektóre z nich to projekt "bikini"), "Fit - Kids" i " Power Fitness".
Również taki przypadek miał miejsce kilka lat wcześniej, kiedy w okolicy Łotwy i Litwy Organizatorzy Sportowi próbowali użyć bez pozwolenia od władz WFF-WBBF International nazwę "Amber Prix International" («Янтарный приз»). "Amber Prix International" jest to najstarszy na świecie konkurs tradycyjny i od dziesięcioleci Kulturystyki i jego historii jest bezpośrednio połączony z WFF-WBBF International. Nazwa "Amber Prix International" należy do własności WFF-WBBF International. Widząc iż nielegalnie prawną sprawę wymienioną powyżej WFF-WBBF International ostrzegało organizatorów z Litwy i Łotwy i wreszcie cofnęli się i zmienili zdanie. Również Obiecali nie robić tego nielegalne w przyszłości.
Długo przed WFF-WBBF International zarejestrowało w Urzędzie Patentowym Państwa wiele Kulturystycznych znaków towarowych i nazw Sportu Fitness jak nasze pomysły lecz niestety wie osób z całego Świata o tym niestety nie wie..
Wśród nich "Amber Prix International". I tak na przykład, Narodowe Logo IFBB Litwa jest zarejestrowane w Urzędzie Patentowym państwa i należy do własności WFF-WBBF International. W 1987 roku Krajowa Federacja IFBB Litwa zwróciła się o nasze pozwolenie by używać tego logo, a my wyraziliśmy zgodę.

NOWY WIELKI PROJEKT FITNESS rozpocznie się na Litwie.

Kiedy ktoś wie dobrze o Międzynarodowych działaniach WFF-WBBF International , a co do nich nie ma żadnych wątpliwości,i własnie dlatego ten wielki projekt zaczyna się na Litwie. Dziś organizatorzy zmagają się z ogromem prac:prowadzą dialogi ze wszystkimi krajowymi Telewizjami, gazetami, czasopismami jak mi również sponsorami.
Wkrótce również zawodnicy tego ogromnego projektu zostaną wybrani w głównych miastach Litwy. Przygotowanie do zawodów zajmie kilka miesięcy.
Opracowanie projektu dokładnie polegać będzie na tym iż wszyscy uczestnicy będą uczestniczyć w kampusach dwa razy po dwa tygodnie,a kampusy te zostaną zorganizowane w słynnych kurortach światowych lecz kurorty te znajdują się w egzotycznych krajach.
Bezpośrednio na żywo projekt ten będzie koronowany w telewizji w 2014 r. z wielkim Show w stolicy Litwy w Wilnie. Ponadto w ciągu całego roku przygotowania do Finałowego Narodowego Projektu, będą relacjonowane regularne sprawozdania w telewizji na temat procesu przygotowania oraz samych sportowców.
Wśród wielu nagród i wyróżnień jakie otrzyma zwycięzca również dostanie od organizatorów 30 000 Euro.
LITHUANIA NATIONAL STATE GOVERNMENTAL TELEVISION.
Teraz prezydent WFF-WBBF International Edmundas DAUBARAS złożył wizytę u Dyrektora Generalnego Litewskiej Państwowej Telewizji Audrius SIAURUSEVICIUS.
Podczas wspólnego spotkania zostały poruszone różne tematy również te o przyszłości prac nad nadchodzącym projektem , następne spotkanie robocze zostało już ustalone a odbędzie się one w Siedzibie Głównej Telewizji, w sierpniu 2013 roku.

On October 15, 2011 WFF-WBBF (World Fitness Federation, World Body Building Federation) Russia National Championship was held in Moscow-Balasycha.

Dear Rafael,
Dear Jose,

I am responding to your various emails of 17th March, 14th March (17:42 hours; 17:49 hours), 10th March and 20th Februar. The information you are providing in these emails is far from being satisfactory. On the contrary it is becoming more and more obvious, that there is a huge problem with legal status, financial management, tax declarations and reliability of the officers in charge of the financial management of IFBB and EBFF.

Although I have asked you again in my email of 18th February 2009 (sent on 3rd March 2009) the following documents

- all bank statements of EBFF - accounts 2007/2008
- all bank statements of IFBB – accounts 2007/2008
- spread sheet of income/expenditures of EBFF 2007/2008
- spread sheet of income/expenditures IFBB 2007/2008
- all signed sponsorship contracts of EBFF and IFBB with sponsors
- all contracts pertaining to “professional services” mentioned in the IFBB financial report to the Congress of the IFBB in Manama 2008
- all signed Contracts between EBFF and IFBB pertaining to intellectual property rights (TV – broadcast agreements, etc.)
- all documents pertaining to the protection of the intellectual property rights for IFBB and EBFF name and logo
- documents that prove, that EBFF and IFBB have a tax exempt status
- documents that prove, that the IFBB website is owned by the IFBB
- list of countries that have already applied for membership in Asociacion - Federacion Internacional de Fisicoculturismo y Fitness by signing the
- “Certificate of Membership to the IFBB” allegedly prepared by Javier Sanchez

still have not been sent to me in order to control the financial management of the Federations EBFF and IFBB. This leads me to believe, that you want to conceal everything and that the claim, that “the accounts with bank conciliations and all the details are fully available for you; and Jose is at your disposal for any detailed double check on every issue” (your email of 10th march 2009, 20:04 hours, 2nd page 5th paragraph from the bottom) is an untruthful statement.

1. International Federation of Bodybuilders Inc. (IFBB Inc...):
In your email of 10th march 2009 you refer to Mr. Luc Audet, who - allegedly – claims, that all monies (of IFBB Inc.) “were sent to Dr. Santonja, to my knowledge”.
So that means that the money from IFBB Inc. went to your private account? If that is true, that is very problematic. If transacted in a lawful way any money donated from IFBB Inc. to its successors should be transferred to a fiduciary account/trust account held for a new legal body to be created for the purpose of becoming the legal successor of International Federation of Bodybuilders Inc. Please send me the banking details (name and address of the bank, account number, owner of the account), the money from International Federation of Bodybuilders Inc. was transferred to (allegedly this was your account?).

International Federation of Bodybuilder Inc. being a non-for-profit organisation makes it appear very strange, that before its alleged dissolution properties were taken out and transferred into the property of another organisation – like it allegedly happened in 2005 with the segregation of assets of amateur and professional activities within the IFBB. According to the Joint Declaration it was definitely not the intention to donate the funds of International Federation of Bodybuilders Inc. to Dr. Rafael Santonja, let alone the fact, that these “agreements” were negotiated and concluded without involving most of the members of the IFBB Executive Council.

Was the Canadian tax revenue system informed about these agreements (especially the documents you sent me with your fax of 26th January 2007 and the Joint Declaration of July 2007)?

2. Asociacion - Federacion Internacional de Fisicoculturismo y Fitness (AFIFF):
In your email of 14th March 2009 (17:42 hours) you write:
“There is as well a bank account on behalf of the Federacion Internacional de Fisicoculturismo y Fitness (IFBB).”

If that information is correct, that means, that this account was opened behind my back? There was never an Executive Council or Congress Meeting of Asociacion Federacion Internacional de Fisicoculturismo ý Fitness (AFIFF).

Who made the decision to have a bank account and why I was not informed?

Send me please the opening documents of this account and all bank statements so far.
Whose money is on this account?

If it is an account of AFIFF, this corporation owns the money that is on this account and not the IFBB as per Constitution 2008 – Edition with the Executive Council elected on 29th October 2006!!!

3. Asociacion - Federacion Europea de Fisicoculturismo y Fitness (AFEFF):
The same situation applies for EBFF. The Spanish corporation founded behind the back of most EBFF Executive Council members and the EBFF Congress in 2008 (Federacion Europea de Fisicoculturismo ý Fitness - AFEFF) has no right to collect money for the EBFF that was founded 2002 in Minsk!

When you mentioned, that EBFF accounts shall be audited by two members of the Congress, how can that apply to an account of a different organisation nobody knew about – except you, William Tierney, Jose Ramos and Philippe Lefelle – AFEFF. It will be interesting to see, what documents Ivano Bianchi and Walter van den Branden have checked and if the claim of Jose, that they found, that the accounts are correct and in full compliance with the international regulations for accounting, is true.

4. Secret foundation of AFEFF:
Why it was concealed at the Executive Council and Congress meetings in Playa D’Aro in May 2008, that the corporation AFEFF was founded? If the foundation of this corporation was made with the best intentions, why then the EBFF Executive Council and Congress were not informed? Nothing about the foundation of that corporation was mentioned in the President’s report.

In your email of 14th March 2009 you write “EBFF has an opened account in its name since January 2003; attached you have a copy of the first bank statement from that time...”

This email did not contain any attachment!! I have not received this bank statement!!

If it is true, that in Spain a bank account can be opened on an association as soon as the statutes (bylaws) are presented, did you inform the bank later on, that a registration with the initial bylaws could not be achieved?

Why was this information withheld to EBFF Executive Council and EBFF Congress members?

I am legal adviser of EBFF since the foundation of this federation and have never heard about any problems with registration and/or bank accounts.

5. Further measures:
I consider it necessary to extent the investigation pertaining to financial management to the period from the foundation of the EBFF at the Congress in Minsk up to this day and propose to immediately strike a committee for the purpose of analysing the legal, fiscal and financial situation of the EBFF since its foundation and report its findings and recommendations as soon as possible to the EBFF Executive Council and Congress.

6. Tax situation:
Did the EBFF /IFBB/AFIFF/AFEFF ever file tax declarations? I am not talking only about value added tax (VAT) but about income and/or corporation taxes!

Who is responsible by Spanish law to file tax declarations for AFIFF and AFEFF?

Talking about the “tax-exempt-status” of EBFF and IFBB (do you mean AFIFF and AFEFF?) I found it quite amusing, that Jose sent me a declaration of his own, that he confirms, that both organisations don’t have to pay value added tax. I would be more relaxed, if the Spanish tax revenue system can issue such a document.

As far as I know nobody in the IFBB/EBFF ever saw a detailed list of income and expenditures connected with a clear documentation referencing every single position of income and expenditures. I doubt that such a documentation exists, because otherwise I would see no reason, why you would not have forwarded me at least the excel spreadsheets of such documentations. With computer generated accounting it is very easy to send such accounting quickly by email or fax to anyone who requests information about the accounting and fiscal management of a corporation. When you assert that you have done all that in a perfect way, why you don’t send me these documents and lists of income/expenditures so I can check myself?

When you write in your email of 14th march 2009, that there is no financial connection between IFBB and EBFF, this is obviously wrong, because you concede that sponsorship money and costs for office expenditures, secretary etc. is shared between IFBB and EBFF.

It is both funny and strange, that you do not even mention the accounts of EBFF and IFBB (bank name/account number), you only mentioned, that the accounts “are known to members”. If the accounts of IFBB and EBFF are run under the names of AFIFF and AFEFF these are different organisations with different members, a different Executive Council and a different Constitution.

Your “explanations” are full of contradictions and confusions.

Attached please find the 3 documents pertaining to “Money flow in the IFBB” and “Money flow in the EBFF”, containing the different persons/organisations possibly involved in the money flow.

Will you please be so kind as to explain which way the money goes from IFBB/EBFF members and IFBB/EBFF contractual partners (sponsors, licensees, organisers) to IFBB as per Constitution 2008 – edition with Executive Council elected on 29th October 2006, EBFF, AFIFF, AFEFF, IFBB Canada, Dr. Rafael Santonja (and/or companies owned and/or controlled by him), Priscila Arce and any other IFBB and/or EBFF officials?

7. website www.ifbb.com:
I know that “Network Solutions LLC” is not the “owner” of the IFBB website, but the domain registrar. Fact is, that from the registration of the website it is not possible to identify who the owner of the website is. Therefore I am asking you again: who is the owner of this website?

8. Dr. Rafael Santonja and his companies – sponsor of EBFF/IFBB:
You are writing, your companies are providing money, services and voluntary work at any moment (your email of 17th February 2009). Can you please give me documentary proof, that you or your companies had donated money to EBFF/IFBB? To be precise in the EBFF in 2007 according to the financial report of Jose Ramos we had income from sponsors in an amount of € 37.129,00. How much from this money was sponsored by your companies? On the other side of the coin in the same year EBFF had expenses for administration and accounting service of € 3.021,00, flight tickets and hotels of € 30.513,48, bank expenses of € 1.517,00, printing and publicity presents, DVD reproduction costs of € 13.127,96, costs for professional services, EBFF webpage and EBFF magazine € 25.312,00, costs for office equipment, stationary, post expenses, informatic equipment and so on of € 2.259,00 etc. How much money from the expenses went directly or indirectly from the EBFF/IFBB back to your companies?

Was the production of the EBFF magazine done by your company?

Did your company receive money for that? If yes, how much and when?

According to the 2008 EBFF financial report you want to charge the EBFF backdated to 1st January 2008 with € 6.000,00 for office, € 6.000,00 for telephone, € 24.300,00 for salaries, € 7.700,00 for other expenses and € 5.000,00 for printing materials as well as € 26.100,00 for hotels and trips?

That looks as if not you are sponsoring EBFF, but quite contrary EBFF is sponsoring you!

Not only you or your companies have expenses when it comes to provide services for EBFF/IFBB. Most working Executive Council members also have telephone costs, office costs, need to pay salaries to employees who provide work for IFBB/EBFF – they shall get nothing?

In the IFBB financial report of the year 2007 among the income a sponsorship (hardcore) in an amount of USD 100.680,87 was mentioned as IFBB income. When was this money paid and into which account?

9. Personal attacks:
Your defence strategy – ordering other executives to write to me nasty emails in order to stop me from bringing “light into the darkness” are counter productive. I know, that some of the executives did not even write these emails by themselves and called me after sending them to apologize explaining what kind of pressure/sweet talking from your side was done to get these emails sent. These problems cannot be solved with hatred and emotions. These problems have to be dealt with objectively with consideration of all facts. Secret meetings, hiding and concealing as well as inciting other officials to write to me in a hostile manner, contribute nothing to solve this unpleasant situation. These desperate actions only confirm the feeling that you deem every measure justified that prevents this bogus game to be revealed.

THE BEGINNING
The 20-th century was the period when the World was divided in to two parts: capitalist and Communist, in to “East” and “West”. The “Iron Wall” separated both parts giving no possibility to communicate, giving no possibility to exchange the information. Each side knew very little about another.
The Western World developed bodybuilding, the Eastern World developed fitness (then it was called “athletic gymnastic”). Each of them went their own way.
Ideas propagated by the WFF today started with the first “Amber Prix International” Championships (1967).

SOCIALIST WORLD CHAMPIONSHIPS
From 1959 until the middle of eighties only IFBB (International Federation of Body Builders) was organizing World Championships. In 1967 having no possibility to participate in the IFBB World Championships socialist fitness enthusiasts decided to organize their own World Championships. They named the event “Amber Prix International” as there was no chance to call it “World Championship”. Soviet ideology had a very strict point of view on such things.
In reality only the Republics of the Soviet Union (15 Countries) and World Socialist Countries participated in the “Amber Prix”.
Many times the organizers invited the representatives of the “West” to participate in the Eastern “Amber Prix International”, but they had no possibilities to cross the Soviet Border of iron.
At that time the leaders of the “West” bodybuilding were IFBB and NABBA (National Amateur Body Building Association). Both IFBB and NABBA organized contests no better than the ones organized in the Socialist World. Even now many of us remember the numerous “Amber Prix” categories representing a lot of countries. 1989 “Amber Prix International” collected nearly two hundred athletes representing 51 team! There were over 50 competitors in the Categories! Even today many of International Sport Organizations collect only 10 - 15 countries in their World or Continental Championships.
The first “Amber Prix International” was organized in 1968 (Palanga, Lithuania).
From this year the best athletes of the “East” participated in the event regularly.
In the seventies bodybuilding was prohibited in the Soviet Countries. The contests were stopped for some years, especially big ones.
Nevertheless of the prohibition of bodybuilding in 1977 Edmundas Daubaras had courage to go on organizing the annual “Amber Prix International”. For many years “Amber Prix” remained the only one big regular contest of the “East”.
There was a constant working International Executive Committee around the “Amber Prix International”. The results of the contest were published in newspapers and magazines. This made the “Amber Prix International” even more popular. Occasionally Weider brothers published “Amber Prix” materials in their magazines as well.

INTERNATIONAL WORK
From 1973 Socialist World starts to communicate more and more. International Executive Committee of the the “Amber Prix International” worked together with Czechoslovakia (Ludek Nosek, Milan Perdoch, Vijtech Fiala, Ivan Mach, Josef Mazak, Stanislav Pesat), Poland (Ludowe Zespoly Sportowe), East Germany (Peter Butze, Otto Rudiger, Peter Bajerowich, Winfred Basta, Jurgen Madaj), Hungary (Ferenc Fekete, Istvan Bitter, Vytautas Grinius), Romania (Vladislav Scekely, Vasile Belbe), Jugoslavia and Bulgaria (Atanas Dzanajev, Zdravko Jordanov Petrov).

STRUCTURE
International Executive Committee of the the “Amber Prix International” performed a constant and serious work. Juridicaly it was the unregistered International Sport Organization (in the Soviet times there were no chance to register an International Unit). There are many such unregistered and unofficial International Sport Organizations even today.
Going on with the annual “Amber Prix International” Eastern Countries were in touch with the “West”. During many years Edmundas Daubaras communicated with the leaders of the three basic International Bodybuilding Organizations: Ben Weider (IFBB President), Oscar Heidenstam (NABBA President), Serge Nubret (WABBA President). All of them were interested in what is going on in the Eastern Countries as well as the “East” was interested in what is going on in the Western World. The long lasting lack of information and common interest was one of the main reasons to start the new era of the common work.

NABBA and WABBA
Again the pioneer of the relations with the “West” was Edmundas Daubaras. Just before the end of the Soviet Union in 1991 under the leadership of Edmundas Daubaras Lithuania joined NABBA (Epinal, France). Then Natalija Murnikoviene (later two times IFBB Miss Olympia third place winner) and Rolandas Bucinskas (later heavyweight IFBB Europe Champion) became NABBA Europe Champions.
At the same time in 1991 Lithuanian Rimontas Mazionis participated in WABBA European Championship.
Soon after Lithuania many other Socialist Countries joined different International Sport Organizations.
For many years used to the serious official work the former Socialist Countries found in NABBA and WABBA unexpected things. The most important and negative was: NABBA and WABBA had no juridical registration and many years worked unofficially. Ben Weider (former IFBB President) used to call such so called International Organizations “a group of friends”.

WFF (World Fitness Federation)
Together with Edmundas Daubaras in 1991 Klaus Hoffmann (representing Germany)
joined NABBA.
Both NABBA Presidents had close point of view on fithess: Edmundas Daubaras, representing the “Amber Prix International” and Klaus Hoffmann, representing “Miss Figure World Grand Prix” contests. In 1995 the great common extraordinary project of developing fitness worldwide started – the World Fitness Championships. The fitness project was named “World Fitness Federation” (WFF).
The first great common international event was organized in 1998 (Palanga, Lithuania). 1998 WFF World Championship was sponsored by the Government of Lithuania. It collected nearly two hundred athletes from twenty on country. The Championship showed the wide possibilities in developing sport of fitness. At the same time some negative things were evident.
Only legal activities in post Soviet Countries are possible. Otherwise the organization can not be supported by Governments, reviewed by press and television, be sponsored by great firms. That was the difference from the “Western” sport organizations. WFF had to be juridicaly registered.
Klaus Hoffmann had no interest in the official registration of WFF. The registration of WFF-International was performed by the “Amber Prix” International Executive Committee with Klaus Hoffmann being “out of the game”.

1998 WFF-INTERNATIONAL CONGRESS
1998 WFF-International Congress was organized by the “Amber Prix” International Executive Committee. The main question was to prepare the WFF juridical registration.

1999 WFF-INTERNATIONAL CONGRESS
1999 WFF-International Congress was held in Daugavpils (Latvia). The Congress approved the Constitution of WFF-International, the Judging Rules, elected the Executive Committee.
Edmundas Daubaras (Lithuania) was elected to the position of the president of WFF-International, Oleg Burinskij (Latvia) was elected to the position of the Vice President of WFF-International.

TWO WFF
Finally WFF-International was juridicaly registered and two International WFF organizations appeared: one official (President Edmundas Daubaras) and another so called “WFF Southern Hemisphere” (president Klaus Hoffmann). In order to coordinate the common work Edmundas Daubaras was elected to the position of the Vice President of “WFF Southern Hemisphere”.

2000 WFF-INTERANTIONAL CONGRESS
For some time both WFF organizations worked together and cooperated.
2000 WFF-International Congress decided:
- The official WFF-International organizes annual WFF Europe Championship and “Amber Prix International”
- The “WFF Southern Hemisphere” organizes WFF World Championship and WFF ”Universe” Contest

2003 WFF-INTERNATIONAL CONGRESS
There was a common International Congress of the official WFF-International and the “WFF Southern Hemisphere” in 2003 (Germany). Klaus Hoffmann informed that he lost his sponsors and that “WFF Southern Hemisphere” can not organize WFF World Championship any more. The WFF “Universe” contest will be the only one of the “WFF Southern Hemisphere”.
Starting from 2003 the official WFF-International was to organize WFF World and Europe Championship as well as WFF ““Amber Prix International”.
The Congress decided to set the WFF-International Professional Division. From 2004 annual WFF Pro World Championships will be organized. Andrej Basov (Russia) was elected to the position of the WFF Pro Director.

2005 WFF-INTERNATIONAL CONGRESS
2005 WFF-International Congress was held in Palanga (Lithuania). The Congress appointed the WFF-International official representatives:
- Mr. Biagio Filizola for the Mediteranian Countries
- Mr. Tero Lintunen for the Scandinavian Countries
- Mr.Ladislav Sandor for the Central Europe
- Mr.Daniel Olawale for the African Countries
- Mr. Claudio Vidal for the American Countries

FUTURE VISSION
There is evident difference between WFF-International and other International Bodybuilding and Fitness Organizations. WFF has clear future vision:

- 2005 WFF Pro World Championship (Moscow, Russia)
- 2006 WFF Amateur Europe Championship (Riga, Latvia)
- 2006 WFF Pro Europe Championship (Russia)
- 2006 WFF Amateur World Championship (Moscow, Russia)
- 2006 WFF Pro World Championship (Vilnius, Lithuania)
- 2006 WFF Amateur “Universe” contest (Italy)
- 2006 WFF Pro “Universe” (Russia)

INT. BODYBUILDING AND FITNESS ORGANIZATIONS

A FEW MONTHS AGO IN THE RUSSIAN LANGUAGE WE PUBLISHED IN MANY EAST EUROPE INTERNET PAGES INFORMATION ABOUT THE MAIN INTERNATIONAL BODYBUILDING AND FITNESS ORGANIZATIONS. THE REACTION IS SO BIG THAT WE DECIDED TO DO THE SAME IN THE ENGLISH LANGUAGE TOO.
EVIDENT THAT EVEN HEADS OF MANY NATIONAL FEDERATIONS DO NOT KNOW ANYTHING ABOUT THEIR INTERNATIONAL ORGANIZATION THEY ARE REPRESENTING. SPORTSMEN DO NOT KNOW ANYTHING AT ALL.
