Dear Sir,
Please see the attachment and kindly refer to the mail below from IFBB, this e-mail was received by Afghanistan Olympic dept too, but I have informed the Afghanistan Olympic Dept that we are supporting the ABBF and we will not allow anyone to bring disrepute to the established federation of ABBF which was found 50 years ago and it doesn’t seem fair to make the suspension without prior consultation with the members of ABBF, however, I have mentioned to our Olympic Dept that we fully support the leadership of our president Mr. Osama Alshafar and the secretary General Mr. Paul Chua. And we will definitely participate in 43rd Asian Men’s and First Asian Classic bodybuilding Championship in Pattaya Thailand.

Dear Mr. Mohsin
You reply to your Olympic is correct. We will be circulating your letter to all National Federations in Asia to inform their Olympic Committees that we are recognised by the Olympic Council of Asia and that the IFBB has no control over our competition, and this threat is a last minute desperate effort by the IFBB.
As a continental federation we do not require the sanction of the IFBB, we are supported by 33 Asian Countries. All ASEAN countries are participating because they were insulted by the propaganda of the IFBB.
The IFBB is bogus and they do not exist in Spain and they simply send out letters to the National Olympic Committees and dictate terms and threaten the National Bodybuilding Federations in Asia which are affiliated to the ABBF.
Many Asian countries requested for the Statement of Accounts from the IFBB for the years 2006, 2007 and 2008 and they are not addressing this serious matter instead they send circulars to threaten the National Federations in Asia.
In Asia we now have 33 countries participating in the Asian Bodybuilding Championships which is being held in Pattaya, Thailand from 11 - 17 August, 2009 and this competition is supported by the Thailand Olympic Committee and by the Mayor of Pattaya.
We repeat once again that our competitions are recognised by the OLYMPIC COUNCIL OF ASIA and the IFBB has no jurisdiction over this matter, they are simply trying to create confusion amongst Asians.
They are organising a parallel group and organising a competition in Aurangabad, India from 24 -27, 2009 and the OCA informed them that they will not recognise this dissident group supported by the IFBB.
Thank you
Paul Chua
Secretary-General

Dear Dr. Santonja
I would like to refer to the various communications the OCA has been receiving with regard to the sport of bodybuilding in Asia. As far as OCA is concerned the OCA recognizes the Asian Bodybuilding Federation of which Mr. Osama Ahmed Al-Shafar is the President and Mr. Paul Chua is the Secretary General, as they were officially and duly elected by the Asian Bodybuilding Federation General Assembly consisting of the National Bodybuilding Federations from Asia. Any change should be done through the General Assembly. The OCA will accept the technical delegate only nominated by the Asian Bodybuilding Federations for the bodybuilding competitions during the Asian Beach Games. Please rest a sure of OCA for full support of the Bodybuilding in the Asian Games ,
Looking Forward to meet with you ASAP to clear any misunderstanding.

Dear ABBF Members
Further to our circular letters, the IFBB is saying that they are members of WADA but they violated the WADA rules and if your Olympic Committee or any Government Agency require proof, we will be pleased to provide this information to you.
You may also show this email from the OCA to your National Olympic Committee. We feel that William Tierney and Rafael Santonja are living in slumber land.

IFBB President Dr. Rafael Santonja - the grave-digger of Bodybuilding
Dear colleagues and friends of a clean sport,

How far have we come with the sport of bodybuilding and Fitness under the leadership of Dr. Rafael Santonja ? It took this boastful spanish bluffer only about 2 ½ years to shatter into pieces an organization that was built up by his predecessor in over 60 years of hard work:
• Virtual IFBB with only a sham existance
• Monkey business behind the curtain
• No transparency in financial management
• Holding “kangaroo courts” against members
• Hounding down members who dare to ask questions
• ABFF unlawfully suspended without hearing
• Paul Chua unlawfully suspended without hearing
• Axel Bauer unlawfully suspended without hearing
• Amir Bayat unlawfully suspended without hearing
• Simon Chan unlawfully suspended without hearing
• Hussain Al Saffar unlawfully suspended without hearing
• Mohammed Abdulrahim Abdulla unlawfully suspended without hearing
• Austrian Federation unlawfully suspended and replaced by yes-men
• Austrian Federation prosecuting Santonja in the spanish court for lack of information and transparency
• Legal advisor Loh Lin Kok deleted from the stationary without reason
• No transparency on financial affairs
• No transparency on assets and liabilities
• No transpareny who receives money for working with the IFBB/EBFF and from whom
• No audited accounts
• Grotesque misuse of powers by the president
• Secret meetings without minutes
• Virtual minutes without real meetings
• Bogus and corrupt constitution (no clear separation of powers, no minority rights of members, no effective financial control, bogus disciplinary system)
• Double standards in anti-doping policy (no anti-doping controls at elite contests, no anti-doping tests at arnold classic, no anti-doping controls for masters, no out of competition controls, no registered testing pool, suspended athlets competing again without reinstatment testing, discarding of urine samples - but grotesque misuse of powers when it comes to quash decisions for political reasons or apply alleged doping issues to bring people to their knees)
• Bad-mouthing behind the back;
Now after the European Championships 2009 are over who has received the money from the registration fees ?
How was the money shared ?
European Federations received receipts for their payments from IFBB – was the money channelled to this virtual entity or to AFIFF or did it go to the pockets of private individuals ?
Where are the tax declarations ?
Who can answer theses questions ?
Santonja silent, no answer
Tierney silent, no answer (is a puppet anyway)
Kagan silent (hiding in canada)
IFBB – clownery will be over soon !!!

Asia countries think the IFBB World in India is not legal. This is the letter from Iran to India:

From: I.R.IRAN Federation <iriranbbf@yahoo.com>
Subject: Re: your unsound behavior
To: "Sanjay More" <ibbf_sanjaymore@live.com>
Cc: "CHUA PAUL" <abbfasia@yahoo.com.sg>
Date: Wednesday, 15 July, 2009, 4:32 PM

Dear Mr Sanjay,
We received your Invitation through email .I think , a person who is from Indian . this extensive laying out country with rational elites can not do some thing like that.
I think it is better to remind you :
1-The charter of OCA should be studied exactly and every one should follow up the rules.
2-Federations rely on their regulations according to the justice and enforcement .
3- When one member of federation commits offence is it rational to accuse the rest of members?
4-unilateral suspension without study of an unclear evidence is an injustice action.
5-Suspension of Asian federation without attendance of its members is impoliteness toward national federations and members from different countries.
6-If an offence is committed, why is unveiled up to now ?and why they now talk about that?
7-You know if an offence is committed, therefore all the sponsors of that time are responsible for that.
8-Encouraging divergence and duality among federations is the behavior of seditious ,and it will damage the athletes and sport of bodybuilding.
9-In ancient countries of Asia and India ,the accused community task is to defend its rights directly.
10-No hearing or commission out of founders of assembly ,which is not confirmed by members is null and void.
11-If your competition is to be held under the constitution of Asian federation .I should say your competition is null and void .because you believe ABBF is not legal.
12-These unsound behaviors is impoliteness towards federations .
Finally the Almighty God may protect us as virtuous followers and mundane issues not deviate us.
Best Regards,
Naser Pourali Fard

President of Ir.Iran.B.B.F

You have clinically cut him off...Congrats. They are shaking because there is no more than 6/7 countries going to Aurangbad, India...This will put the IFBB to shame.

Dear Bodybuilding Enthusiasts
We should support the World Games because it is a sporting organisation assisting non-Olympic sportsmen to gather and participate. We salute IWGF and the Kaohsiung World Organising Committee for doing a great job in hosting the 2009 World Games in Taiwan.
But we strongly detest the IFBB's system in selecting the team of bodybuilders to represent at the Games. It was politics. Second stringers' athletes from India were being fielded to help the "ibbf" unrecognised Indian Team under More and his group affiliated to the IFBB to compete. A SHAM for sure.
The BREAKING NEWS are:
a) MALAYSIA did not send their athlete because they felt insulted when the IFBB tried to cover the Doping incident of Jose from Brazil from the last World Bodybuilding Championships held in Manama, Bahrain; If the IFBB can cheat doping ..what about the results, athletes do not trust them!!!! MALAYSIA support the ABBF 100% and sending a strong team to Pattaya, Thailand for the Asian Championships
b) CHINA also abstained in sending their athletes . No reasons were given but from sources we understand that the IFBB officials are arrogant and unfriendly. Without Paul Chua, the Chinese may be treated by the IFBB badly. Chua was very co-operative and a friendly guy who knows the sensitiveness of the Asian people like the Chinese in particular. His presence would have made a difference. He knows how to socialise and bring the people together.
c) WOW... Heard rumours that Egypt sent only 1 athlete because 8 were either positive on drugs or they were afraid of the target testing by WADA. They will fail the test. At the IFBB competitions, the EGYPTIAN BODYBUILDERS are treated like the Pharaohs and the IFBB willingly consented to their request at the last Congress in Manama that only one from the top 3 will be tested for dope testing and 1 or 2 athletes will be picked from the 4th - 6th placings. Why? Because the Egyptians are all on drugs and they will surely win the top 3 spots and by testing only one from the top 3, they could escape dope testing and win the Team Championships trophy. Rafael allowed this system to help Egypt. Is this a fair game? You JUDGE.
Now through the folly of Rafael, Maurico and William, they blundered and deprived many other athletes from participating in the World Games. This favouritism game of the IFBB must be checked and the IFBB should be questioned for all these nonsense.

Dear Rafeal,
First of all, why is it that you’re not replying to any of my emails? Are you that gutless? At least be brave and face us with some answers or give up your seat at IFBB! Apparently you don’t have what it takes.
It may be that I'm being too blunt but are you or are you not going to suspend EGYPT for pulling out 8 of their 9 participants in the World Games in Kaohsiung. Their withdrawal in the last minute does raise some questions – are they on drugs? Frightened of the target testing maybe?
Is the IFBB bold enough to reprimand those 8 erring athletes or will it just sit still in its cowardliness?

Dear Rafael, ( President of the IFBB )
I have just been able to view the resultts and comments on the World Games, not impressive.
Despite my long outstanding, and still unanswered correspondence with you and Tony Blinn
regarding the athlete Kamal from Quata , I see he was permitted to compete at the World Games,
why was this allowed ?
I maybe new to the bodybuilding world as such, but this ignoring and hiding the facts is totally against ethics.
Where does this leave one to have any trust or faith in the IFBB, their attitude is a complete scam,
and those responsable should be ashamed.
As usual I do not expect you to have the courtesy to reply, but I am putting my thoughts forward.
I have addressed you as President of the IFBB, a title you are hardly worthy of.

USA bodybuilders understand, that IFBB is not recognized in Azia by the ASIA OLYMPIC COMMITTEE as OFFICIAL FEDERATION:

To: "CHUA PAUL" <abbfasia@yahoo.com.sg>
Date: Monday, 20 July, 2009, 1:00 PM

Dear Paul,
I would like to remind you that:
1) The Asian Bodybuilding Championships are Continental Official Events and not International Championships mentioned and governed by the IFBB Rules. In this respect the application of IFBB Rules article 2.1 and article 19.4.7 by IFBB is wrong and improper. I guess that the intention of somebody is to mislead the member federations of ABBF or to try to find the reason to suspend the members of IFBB in Asia which support the ABBF in order to clear all the obstacles to IFBB in the coming IFBB Congress.
2) The Asian Bodybuilding Championships are properties of the ABBF, to organize such Asian Official Events, the organizing member country must get approval from the ABBF and not the IFBB.
3) I agree that up to this moment the IFBB is still acting as the care taker as the recognized International Federation for the sport of Bodybuilding and Fitness, but don't forget that the ABBF is also the sole recognized Continental Federation for the sport of Bodybuilding and Fitness in Asia. The ABBF and its member federations need to be respected also, they have the right to saveguard theirs rights and interests.
I am am American and I thought that the IFBB should not cross the border of justice. I am not bothered with the personalty clash between you and Rafael. The IFBB should realize that they are not RECOGNISED by the International Olympic Committee and they were expelled from provisional membership for not following the rules of the IOC. So there is nothing for them to crow or bark.
Furthermore, as I understand that the IFBB was not registered in Spain and this alone is enough to protect the image of the ABBF.
Best regards,
Bill

Respected Sir,
Many of our member countries called me up and told me about the letter send to them by IFBB mentioning that 43rd Asian Championship at Pattaya(Thailand)is not recognized or sanctioned by IFBB and Participating countries and Athletes will be suspended. All these countries are very upset and disappointed with this harsh attitude of IFBB, threatenings and all. They also told me that they will support and remain with ABBF only under the leadership of You and Mr.Osama Alshafar as they are fed-up with double standards of IFBB.
Our members are shocked that on what grounds they are saying all this.OCA recognized ABBF under the leadership of you and Mr.Osama Alshafar. All the member countries were waiting for various reply from IFBB regarding many question and verification but no reply was given by IFBB.Moreover before announcing the suspension about ABBF neither the member countries were informed with concrete facts and reasons for this suspension nor these countries gave their consent to form SCA under Qatar which is already controversial for cheating in doping.
The competition IFBB wants to organize in India is not approved by Govt of India and IOA.There is a huge controversy that they selected one Athlete who is under suspension for doping matter.
All these countries confirmed me that they will participate at Pattaya(Thailand).

The competition IFBB wants to organize in India is not approved by Govt of India and IOA.There is a huge controversy that they selected one Athlete who is under suspension for doping matter.
All these countries confirmed me that they will participate at Pattaya(Thailand).

Dear Datuk,
Thus far, Singapore has not received any threatening letters from IFBB with regards to the Asian Championship and our support and participation. Even if they send us, we will probably be ignoring the letter just as they have conveniently ignored our letters seeking clarification and explanation. Without concrete facts and proper explanation (which they keep claiming they will share in due time but failed till now), we will not accept arbitrary decisions made ultra vires of the constitution. ABBF has been reasonably open and transparent of all proceedings with regards to this dispute and our support shall vest in where justice lies. The truth will always prevail..This tiny red dot will not be cowered by their desperate acts of attempted salvage.

DEAR ABBF MEMBERS
THIS LETTER WAS WRITTEN BY THE GENERAL-SECRETARY OF THE SINGAPORE BODYBUILDING AND FITNESS FEDERATION.
IFBB'S COMPLAINTS ARE TOTALLY IGNORED BY NOC'S AND GOVERNMENT AGENCIES BECAUSE WE HAVE HARD EVIDENCE AGAINST THEM. EVEN THE 2005 CASE ON DOPING THE IFBB KNEW ABOUT THE MATTER, AND WE HAVE EVIDENCE IN HAND. NO WORRIES. WE WILL PUT THEM TO SHAME.

Naser Pourali Fard

Watch http://www. abbf.asia and then click report and news ,you will find the OCA recognize ABBF, not the so called not yet constructed SCA and you think OCA will recognize SCA, If so You can take this granted unlike other parallel association we will stop working for this federation but will you stop running around and behind this bogus federation if OCA does not recognize this SCA . Also At This instance let me ask you why IFBB suspended ABBF ,Because of doping irregularity which you all were talking about, But Mr. Randhir how could you allow Mr. KAMARAJ to participate in the so called Asian trial at your place recently as you are the person to stop him playing in the recently concluded Senior national championship at Kolkatta telling that he is banned due to dope as he ran way from the dope test at the time of beach Asian games trial at AKLUG Maharashtra ,also I have a copy of the letter you have written on the same. And AT last as you said LET ALL OF US WAIT AND WATCH ,IT SHOULD SETTLE FAST OTHERWISE BODYBUILDERS OF INDIA SUFFERS …..LET US NOT ALLOW THAT FOR THE BENEFIT OF SOME PEOPLE BUSINESS OR POWER CRAZINESS. You may watch OFFICIAL WEBSITE OF IBBF ibbf.org.in which is not linked any product suppliers or business makers as of now. Wish you good health and keep pumping..

Dear Mr.Rafeal
As the Executive Vice President of The SABBFF, I'm asking these questions as its not only my responsibility but its yours as the President of IFBB to at least have the decency and courtesy to answer them.
1. Under who’s authorization did you sign the joint declaration with the late Dr. Ben Weider?
2. Why weren’t any of the member nations of IFBB informed of this joint declaration during the congresses from 2006 to 2008?
3. How much money was it that you received from Dr.. Ben Weider? Did you bank it directly to the IFBB account in Spain? On the other hand, it is my understanding that there is no IFBB in Spain. Please explain!
4. Why aren’t you answering the President of the Austrian Body Building Federation , Mr. Axel Bauer, when he’s asking you about the payment? We all read his emails and in our opinion they’re all legitimate. Why cant you answer them instead of postponing all this and trying to keep him gagged?
We hope that you, Mr. Rafael won’t ‘FAIL’ to answer them yet again, in which case you, the president of IFBB would be Mr. RaFAIL rather than Mr. Rafael.
Awaiting your reply
Mr. Mohamed Haleem,
Exc.Vice Presiden

Dear. Mr. William Tierney,
Please see my reply to your email dated 22.07.2009, and I hope I get the answer of my question. I should not respond to your e-mail, but my conduct, personality, speciality and ethics allow me to respond.
You must know that I am an Executive Vice President for ABBF, which recognized by OCA, and I have no more link with IFBB.I respect any decision from OCA, and not from IFBB.
As you mentioned, the IFBB is a Signatory to the WADA Code and, through its anti-doping rules, conforms to the Code.
Sorry to tell you that you wrong, and the IFBB is not following the WADA Anti-Doping Rules, because:
1. Why IFBB hide the doping result of Jose Santos from Brazil. Please see Mr. Tony blinn e-mail to Rafael.
2. Why you do random doping test of top sex by testing 2 only in each category – you must test top three, the medalist and then random for the others in each category, you are doing this during in the IFBB world Men's Bodybuilding Championship, do you know why? I will answer you to reduce your positive cases.
3. Why IFBB did not ask for “B” samples, when the Tunisia laboratory rejected the 2 samples due to the quantity of urine in “A” was not sufficient to analyze, due to a serious mistake which IFBB Medical Committee made.
In spite that the ABBF do the top six doping test which means that in each championship 54 will be tested, and all athletes must be tested 4 weeks of the championship, and they must show the doping certificate on the Weighing –In day, NOW TELL ME WHO IS FOLLOWING THE WADA RULES IFBB, or ABBF?
4. Why IFBB medical team don’t know the amount of urine to be collected in each bottle “A” & “B”, as per the WADA rules the "A" sample bottle must contain minimum 50 ml and "B" sample bottle 25 ml. IFBB medical committee team make a big nad serious mistake, and violate the WADA doping rules during the 62nd IFBB Men’s Bodybuilding Championship in Bahrain on 6th of November 2008.
5. If you are following the WADA rules, why you reduced the suspension of 2 athletes from QATAR (Ali Tabrizi, and Kamal Abdulsalam) in the year of 2003 from 2 years to 9 months, and with the penalty of 10.000 US $ per each,
CAN YOU EXPLAIN TO ME ABOUT THIS SERIOUS VIOLATION, AND BASED ON WHICH ARTICLES IN THE IFBB DOIPNT RULES AND WADA RULES.
6. Again you reduced the life banned of on the above athlete ( Kamal ) from life banned to 8 month in order to participate in 2008 IFBB Championship. Again can you explain to me in which constitution and article this action written in which IFBB had taken its action upon? THIS IS AGIANST THE WADA RULES, AND VERY SERIOUS VIOLATION.
7. What action IFBB had taken against Egypt Bodybuilding Federation:
• Violated doping from the year of 2000 – 2001, 2002, 2003, 2004, 2005 World Games, and IFBB World Championship, 2006, 2007, and 2008. They failed 9 years continues doping test. WHAT ACTION IFBB TAKEN, SORY TO TELL YOU NOTHING, BECAUSE IFBB TAKING EGYPT SIDE. WHY???????????
• Egypt athlete Yousry Al Sayed was tested positive in the year of 2002 in IFBB championship in Cairo – Egypt ( 1ST Offence ). Then tested positive in the year of 2005 in World Games in Dasburg – Germany ( 2nd Offence ), and how come he participated in the 41st IFBB World Men’s Bodybuilding Championship in Check Republic. He supposed to be banned for life. How come he participated in this event, and again he tested positive ( 3rd Offence ). CAN YOU EXPLAIN TO ME IN WHICH CONSTITUTION AND WHICH ARTICLES SUCH RULES WILL ALLOW HIM TO PARTICIPATE? ONLY IN CORPORATUION CONSTITUTION.
THIS IS THE MOST SERIOUS DOPING VIOALTION WHICH IFBB
DID ,BY NOT TAKE ANY ACTION WHICH IS AGAINST THE WADA
RULES.
8. Why you removed the suspension of Qatar Bodybuilding Federation, and it was approved by your president Rafael Santonja in ABBF Congress in China in the month of August 2007, and he ( IFBB President ) supported ABBF decision very highly. For your kind information all of these DOCUMENTED. Not only this the IFBB President approved ABBF decision in IFBB Congress in the same year ( October 2007 ) in Jeju - Korea in IFBB Congress, and IFBB send the Qatar team back, and did not allow them to participate in the championship.
WHY IFBB DID NOT ALLOW THE QATAR TEAM TO PARTICIPATE IN 61st IFBB MEN'S BODYBUILDING CHAMPIONSHIP IN JEJU IN THE MONTH OF OCTOBER 2007, AND IFBB SEND THE QATAR TEAM BACK TO THEIR COUNTRY. CAN YOU ASNWER THIS QUESTION, WHY YOU SEND THE TEAM BACK? AND WHY IN THE YEAR OF 2008 AFTER THE QATAR PRESIDENT WITH ADEL FAHEEM WENT TO MADRID AND MET RAFAEL SANTONJA, THEN HE ( RAFAEL ) REMOVED ALL THE SUSPENSION, IT IS A BIG QUESTION MARKS ????????????????????????????????????? Yes I was the chairman of the hearing committee for the 3 athletes from China Hong Kong, and with my committee , WE GAVE OVER PROPOSAL TO ABBF PRESIDENT IN 2005, JUST PROPOSAL, AND WE DID NOT TOOK ANY ACTION, WE FOUND THAT THEY ARE NOT CRIMINALS, AND WE DID NOT BY PASS THE LAW. BUT IFBB DID WHEN HE ALLOWED QATAR ATHLETE KAMAL ABDULSALAM TO PARTICPATE IN IFBB EVENT WHILE UNDER SUSPENSION, WHY IFBB DID NOT ASK ABBF, AND IFBB PRESIDENT WAS FULLY AWARE OF THIS ATHELETE. NOT ONLY THIS IN DECEMBER 2007, HE PARTICIPATED IN UNSANCTIONED CHAMPIONSHIP IN USA, AND MR. DOUGLESS THE PRESIDENT OF THAILAND BODYBUILDING FEDEARTION WROTE SEVERAL LETTERS TO RAFAEL SANTONJA – IFBB PRESIDENT ABOUT THIS SERIOUS ISSUE BUT TILL DATED HE IS QUITE AND DID NOT ANSWER MR. DOUGLESS. AND YOU ARE ASKING ME WHY I WAS SILENT WHEN THE HONG KONG ATHELTE PARTICIPATED IN 2005 IN IFBB CHAMPIONSHIP WHILE UNDR SUSPENTION. FOR YOUR KIND INFORAMTION, I DID NOT ATTEN THIS CHAMPIONSHIP, AND HOW CAN I KNOW HE PARTICIPATED. IT IS THE RESPONSIBILITY OF IFBB TO CHECK THE POSITIVE CASES IN ALL INTERCONTINENATL FEDEERATION AND MONITORING THEM. IT IS IFBB MISTAKE IF HE WAS ALLOWED TO PARTICIPATE, AND THIS MEAN THAT YOUR MEDICAL TEAM IS NOT QUALIFIED, AND IFBB DON’T FOLLOW THE DOPING RULES. ALL OF THE INTERNATIONAL FEDERATION MONITORING DOPING EXCEPT IFBB, ANDWHY NOT IFBB, THE ANSWER IS VEERY SIMPLE, BECAUSE IT IS A CORPORATION AND NOT FEDERATION, AND NOT REDGSTERED AS FEDERATION, AND NOT RECOGNIZED BY IOC. THEREFORE VIOLATE THE DOPING AND WADA RULES.
TO PROVE THAT IFBB IS VIOLATING THE DOPING AND NOT FOLLOWING THE WAD ANTI-DOPING RULES, PLEASE SE THE BELOW, AN EMAIL FRO MR. TONY BLINN TO RAFAEL SANTONJA TO HIDE THE BRAZILIAN ATHELTE DOPING RESULTS:

Dear Rafael,
Further to my e-mail below, I should have mentioned that, at first glance, I'd pick option #1. I believe the IFBB Anti-Doping Committee is not empowered or authorized to make decisions that are outside the IFBB Anti-Doping Rules and WADA Code. This committee, in my opinion, must only operate within the narrow confines of the aforementioned Rules and WADC. To me, this is the proper and right thing to do.
The right to a constitutional appeal directly to the IFBB President is every member's right and, to allow this to go forward is to show how well our democracy works. Only the President should have the right to reduce Santos' suspension to a period other than what's called for in the Rules.
Therefore, I would suggest the following course of action:
1. Allow the hearing decision and two-year suspension from the ADC to stand as is.
2. Send this decision to Santos via Pagnani and advise 1) that Santos should immediately appeal to the President under article 20.1 of the IFBB Constitution, and 2) that Santos should ask for leniency and a reduction to one-year as fair and just compensation for the wrongful disqualification from the finals of the World Championships.
3. Advise Pagnani and Santos that the hearing decision is to remain confidential [will not be publicly released] pending his appeal decision.
4. This will give you some time to craft a written appeal decision.
Keep in mind that a one-year suspension would run from November 6, 2008 to November 5, 2009 inclusive. In Dubai, November 4 is the Weigh-in; November 5 is the Prejudging; November 6 is the Finals. Because his suspension must end in time for the Weigh-in, you could suspend him for "one year less a day".
I really believe that the appeal process is the best way to go.
Best regards,
Tony

Dear.

Dear Rafael,
Given the unique circumstances, your "exception" is most welcome.
In my opinion, may I suggest we act as follows:
OPTION #1:
Apply the WADA Code and IFBB Anti-Doping Rules, suspend Santos for two years, advise him to appeal to the IFBB President (as is his constitutional right), strike an ad hoc appeal committee, which would overturn the hearing decision and render an appeal decision to reduce the suspension to one year.
OPTION #2:
Apply the WADA Code and IFBB Anti-Doping Rules in the hearing decision, state why he cannot succeed in his petition for relief under Articles 10.5.1 and 10.5.2 (the reason why should be obvious to all and I strongly believe we shouldn't play with this), but, when it comes to the suspension part of the decision, reduce the suspension to one year based on "exceptional circumstances". Of course, we will have to state what these circumstances are in a way that is acceptable from a "justice has been done" point of view.
I don't believe WADA would agree with such a decision; however, even more important than WADA, we have to do what's in the best interests of the IFBB first and foremost. And we all seem to agree that it's not in our best interests to suspend Mr. Santos for two years.
Best regards,
Tony

Dear Members of the Anti Doping Commission:
You know that you have my full respect and trust regarding your decisions, and that I never interfere on your efficient work.
Let me make an exception in the case of Jose Carlos Santos.
I think that everybody is sharing the same feelings.
I was specially moved reminding the previous misunderstanding in the Malaysia World Championships.
I believe it would be advisable to have a shorter period of suspension with a reinstatement test, or something similar.
I leave this in your capable hands, but I wished to share with you these feelings.
Best regards,
Rafael

Dear.
Mohamed Abdulrahim Abdulla

Best regards,
Tony

Best regards,
Tony

Let me make an exception in the case of Jose Carlos Santos.
I think that everybody is sharing the same feelings.
I was specially moved reminding the previous misunderstanding in the Malaysia World Championships.
I believe it would be advisable to have a shorter period of suspension with a reinstatement test, or something similar.
I leave this in your capable hands, but I wished to share with you these feelings.

Dear colleagues,
PERSONAL & CONFIDENTIAL
I realize that personal feelings cannot enter into our hearing decision in the case of Jose Carlos Santos. Having said this, I must express my disappointment at hearing the news that Santos was positive. Such a great history of accomplishments -- a 6-time IFBB World Champion and Gold Medalist at the World Games. Tested negative more than 25 times.
I am remembering how we failed him at the World Championships at which he was mistakenly disqualified before the finals. I witnessed first-hand how deeply this affected him at the airport the next day. He was still in tears and appeared stunned and lost at how this could have happened. I recall feeling sad for him and ashamed at the same time because I was part of the IFBB officialdom that should have prevented it.
A sad day ... in both instances.
Tony

Dear William Tierney
Out of the blue, (8) eight Egyptian bodybuilders pulled out of the World Games competition at Kaoshiung, Taiwain last week. Can the IFBB explain why? Obviously they are on drugs, and what action will the IFBB take on them.
This is very serious and you are barking at the case of 2005 which we had already informed the IFBB in Montreal, Canada and at that time , Dr.Rafael Santonja was the Executive Assistant to the President and he knew about it, and why he did not take action at that time. Why only now...We know that you are picking faults with us because you have nothing better to do.
We will not be pushed around, we will hit back and inform WADA, GAISF, IOC and Sports accord on all these issues. Natural justice must be done.
You clean your house before you look at others.

PRESS RELEASE
WE UNDERSTAND THAT MR RAFAEL SANTONJA HAS GIVEN THIS STATEMENT THAT ABBF ASIAN CHAMPIONSHIP AT PATTAYA IS NOT SANCTION BY IFBB AND THE ANSWER IS VERY SIMPLE THAT ABBF DO NOT REQUIRE ANY APPROVAL OR SANCTION BY THE IFBB SINCE THEY ARE NOT LEGALLY REGISTERED INTERNATIONAL ORGANISATION IN SPAIN AND MOREOVER, WE ARE NOT AFFILIATED TO THE IFBB.
WE (ABBF) ARE RECOGNISED BY THE OLYMPIC COUNCIL OF ASIA AND A SEPARATE ENTITY AND A SOVEREIGN BODY. IN FACT THEIR SO CALLED ASIAN CHAMPIONSHIP AT AURANGABAD IS NOT APPROVED BY THE GOVERNMENT OF INDIA. THEREFORE THE IFBB EVENT AND CONGRESS IN INDIA IS NOT LEGAL.
IT IS UNBECOMING BEHAVIOUR OF MR. RAFAEL SANTONJA REPRESENTING THE INTERNATIONAL FEDERATION WHICH DOES NOT EXIST LEGALLY AND ALLOWING INDIVIDUALS TO REPRESENT A COUNTRY WHEREBY THEY DO NOT HAVE ANY ACCREDITIONS OR RECOGNITION BY THEIR NATIONAL OLYMPIC COMMITTEE OR BY THEIR MINISTRY OF SPORTS.
MR RAFAEL IS BEHAVING IN INAPPROPRIATE MANNER. THE WORKING OF MR RAFAEL SHOWS THAT HE IS UNINTELLIGENT AND LACKED ELEMENTARY ETIQUETTE IN THE INTERNATIONAL SPORTS COMMUNITY.
OVER 33 COUNTRIES SUPPORTED BY THEIR NATIONAL OLYMPIC COMMITTEES AND SPORTS MINISTRIES ARE PARTICIPATING IN PATTAYA, THAILAND. ON WHAT GROUNDS MR RAFAEL IS SAYING THAT WE NEED HIS APPROVAL TO HOST THE ASIAN BODYBUILDING CHAMPIONSHIPS, WE HAVE BEEN IN EXISTENCE FOR THE PAST 50 YEARS, AND WE ARE CELEBRATING OUR GOLDEN JUBILEE IN PATTAYA. IT IS A SHAME THAT THIS SPANISH MAN IS INTERFERING IN OUR ASIAN AFFAIRS.
REGARDS

Dear Amir
Well written and the IFBB people are crazy and they think they are our masters and they can do what they like.
They do not have any decency to reply all our letters, especially Rafael Santonja their so called President and they ignore us and telling us that we are all suspended. They can suspend us for life, and we will not surrender. We have in hand some documents to expose them when the time comes. In 2005 the IFBB was indeed informed of the doping case so we do not have to kow-tow to them. They are acting like Gestapos!!!
We are clean and we can live happily without the IFBB. The IFBB is a bogus federation and playing with fire. Just imagine Rafael Santonja is in now in Aurangabad, India to beg for support from some Asian countries . This clearly shows that he is weak and nervous. Just ignore this man.
Regards,
Paul Chua

Dear Mr. Mohsin and ALL ABBF MEMBERS,
They (IFBB led by Rafael Santonja and their SCA (Special Commission for Asia) led by Ibrahim Kafoud lost face and defeated. THERE WERE ONLY 9/10 COUNTRIES attending their "Asian Championships" in Aurangabad, India today. Some of them are not from the federation and some are representing Powerlifting & Weightlifting and some individuals. They knew that the support from our brother nations will not waver or can be purchased like products. All Asian members (Arabs, Chinese, Indians, Indonesians, Thais, Vietnamese and so on are people of great pride and they are people who know what is BLACK and WHITE. I, on behalf, of our President Osama Alshafar and Members of the Executive Committee wish to thank each and everyone of you for your great support and loyalty.
We further understand now they are BEGGING you and other members to send them a letter of support. This is a proof that they are WEAK and cannot shake the mighty Asian countries. We are strongly UNITED AS A GREAT FAMILY.
Please ignore them and come to Pattaya where you will be receiving wonderful news about ABBF and the future of bodybuilding. We also intend to pin on each brave official the ABBF 50 years Golden Jubilee pin. This will serve as a great reminder of our brotherhood, friendship and family ties.
I PRAY THAT GOD WILL GIVE YOU ALL MORE POWER, STRENGTH AND WISDOM Datuk Paul Chua
Secretary-General - ABBF

PLEASE READ THIS EMAIL BELOW AND LET THE IFBB AND HIS SCA KNOW THAT THE BLUFF IS OVER !!!!
